Nicoll and Members of City Council CC: Sam Azad, City Manager VIA: Brenda Armijo, Acting City Clerk FROM: Steven Meier, Director of Planning and Community Development SUBJECT: AN ORDINANCE ESTABLISHING THE DOWNTOWN HISTORIC SURVEY PART 2 PROJECT NO. PL1803, TRANSFERRING $5,773 FROM THE PLANNING AND COMMUNITY DEVELOPMENT DEPARTMENT ACCOUNT 101-11-1110-10-53001, AND BUDGETING AND APPROPRIATING $5,773 FOR SAID PROJECT SUMMARY: On September 28, 2018, the City of Pueblo (“City”) submitted to the State of Colorado, the Department of Higher Education, History Colorado, the State Historical Fund (“SHF”) a planning and survey grant application for an amount of $20,616. This Ordinance will establish the Project, and budget and appropriate the City’s matching cash funds in the amount of $5,773 for this Project. PREVIOUS COUNCIL ACTION: Ordinance No. 8872, adopted May 26, 2015, approved a contract, 2014-M2-016, between the City and the SHF, relating to the Downtown Historic Survey Project Part 1, completed in May 2018. BACKGROUND: This Ordinance will transfer funds in the amount of $5,773 from the City Planning and Community Development Department’s professional services account, establish the Downtown Historic Survey Part 2 Project, and budget and appropriate funds for the City’s cash matching funds, if the grant is awarded. On September 28, 2018, the City submitted to the SHF a planning and survey grant application requesting $20,616. If that grant is awarded, then the City will contract with a consultant to complete part 2 of the Downtown Historic Survey. The establishment of the Project and transfer of funds from the Planning and Community Development Department will enable the City to have the funds available in 2019 to complete the Project. FINANCIAL IMPLICATIONS: The Downtown Historic Survey Part 2 Project funds cannot be used until the grant request is awarded, and a grant contract between the City and SHF is executed. If awarded, the grant funds and cash contributions from partner organizations will be budgeted and appropriated at the time the contract is approved. BOARD/COMMISSION RECOMMENDATION: Not applicable. STAKEHOLDER PROCESS: None. ALTERNATIVES: The Project will not go forward if the City’s cash matching funds are not provided. RECOMMENDATION: Approval of the Ordinance. PL1803, TRANSFERRING $5,773 FROM THE PLANNING AND COMMUNITY DEVELOPMENT DEPARTMENT PROFESSIONAL SERVICES ACCOUNT 101-11-1110-10- 53001, AND BUDGETING AND APPROPRIATING $5,773 FOR SAID PROJECT WHEREAS, the City of Pueblo (“City”) has submitted to the State of Colorado, the Department of Higher Education, History Colorado, the State Historical Fund (“SHF”) a planning and survey grant application for an amount of $20,616, subject to the award of the grant and execution of a grant contract; and, WHEREAS, the City will be required to provide $5,733 cash matching funds, along with contributions from local organizations for the Project; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. The Downtown Historic Survey Part 2 Project No. PL1803 is hereby established. SECTION 2. Funds in the amount of $5,773 are hereby transferred from the Planning and Community Development Department professional services account 101-11-1110-10- 53001 into Project No. PL1803, and budgeted and appropriated for said Project. SECTION 3. The funds for the Downtown Historic Survey Part 2 Project No. PL1803 shall not be authorized to be expended until the City and SHF enter into a grant contract, and said contract is approved by the City Council for said Project. SECTION 4. The officers and staff of the City are authorized and directed to perform any and all acts consistent with the intent of the Ordinance to implement the policies and procedures described therein. SECTION 5. This Ordinance shall become effective immediately upon final passage and approval.
