A RESOLUTION AWARDING A CONSTRUCTION
CONTRACT IN THE AMOUNT OF $1,985,709 TO K.R.
SWERDFEGER CONSTRUCTION, INC. AND SETTING
FORTH $397,141.80 FOR CONTINGENCIES, FOR
PROJECT NO. 18-053 (WWAN01) FY2018 SMALL MAIN
REHAB REMOVE AND REPLACE/LINING PROJECT AND
AUTHORIZING THE PURCHASING AGENT TO EXECUTE
THE SAME
WHEREAS, competitive bids for the Project No. 18-053 (WWAN01) FY2018
Small Main Rehab Remove and Replace/Lining Project have been received and
examined; and
WHEREAS, the proposal of K.R. Swerdfeger Construction, Inc. of Pueblo,
Colorado was the lowest of those bids determined to be responsive; NOW
THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
This contract is for removing and replacing approximately 5,899 linear feet and
lining approximately 6,441 linear feet of deteriorated small sanitary sewer mains.
Contract Agreement forFY2018 Small Main Rehab Remove and Replace/Lining Project
with K.R. Swerdfeger Construction, Inc., Project No. 18-053 (WWAN01) is hereby
awarded to said bidder in the amount of $1,985,709.
SECTION 2.
Funds for Project 18-053 (WWAN01) shall be from the Sewer User Funds.
SECTION 3.
The Purchasing Agent is hereby authorized to execute said contract on behalf of
Pueblo, A Municipal Corporation, and the City Clerk shall affix the seal of the City
thereto and attest the same.
SECTION 4.
In addition to the amount of the bid set forth, as aforementioned, an additional
amount as stipulated in this section is hereby established for contingencies and
additional work.
Contingencies and Additional Work………$397,141.80
SECTION 5.
The officers and staff of the City are directed and authorized to perform any and
all acts consistent with the intent of this Resolution and the contract to effectuate the
transactions described therein.
SECTION 6.
This Resolution shall become effective immediately upon passage and approval.

SUMMARY:
Attached is a Resolution awarding a construction contract to K.R. Swerdfeger
Construction, Inc. for Project No. 18-053 (WWAN01), FY2018 Small Main Rehab
Remove and Replace/Lining Project. The project will remove and replace or line the
deteriorated Small Sewer Mains and Manholes for the sites listed below.

BACKGROUND
:
The Wastewater Department maintains a priority list of deteriorating sanitary sewer
mains. All the sites on the project were taken from this list due to their deteriorated
structural condition. To protect the public interest, these mains require rehabilitation.
The cost breakdown for the project is as follows:

The total cost of the project is estimated at $2,382,850.80, including contingencies.
FINANCIAL IMPLICATIONS
:
The cost of the construction project was bid at $1,985,709 with contingencies of
$397,141.80. Funds are available from the Sewer User Funds and have been budgeted
and appropriated to Project No. 18-053 (WWAN01).

ALTERNATIVES
:
Alternative No. 1 - No Action
If no rehabilitation is performed on the collection system, the condition of the sanitary
mains would continue to deteriorate until an emergency repair is required. The
Wastewater Department would also risk violating its discharge permit if a sanitary sewer
overflow were to happen.
RECOMMENDATION
:
Approval of the Resolution.
