A RESOLUTION IN SUPPORT OF A COOPERATIVE
EFFORT BETWEEN THE CITY OF PUEBLO, THE PUEBLO
POLICE DEPARTMENT, AND THE PUEBLO POLICE
BENEVOLENT ASSOCIATION TO BUILD A LAW
ENFORCEMENT MEMORIAL ON THE SOUTHEAST
CORNER OF THE PUEBLO MUNICIPAL JUSTICE CENTER
WHEREAS, the City of Pueblo, the Pueblo Police Department (“PPD”) and Pueblo
Police Benevolent Association (“PPBA”) jointly desire to collaborate and build a new law
enforcement memorial at the Pueblo Municipal Justice Center; and
WHEREAS, the PPD has identified a location for the memorial at the southeast
corner of the Pueblo Municipal Justice Center complex; and
WHEREAS, the PPD and PPBA will cooperate to ensure a memorial is constructed
that serves the needs of the City and its citizens, will be available for the enjoyment and
reflection of the public, will honor those fallen for many years to come, and will serve as
a teaching tool for future generations; and
WHEREAS, the PPBA proposes a financing plan that will not impose any
construction costs on the City of Pueblo or rely upon any direct expenditures from the City
or which includes the City assuming any debt or any moral debt obligation; and
WHEREAS, the PPBA will agree to be responsible for securing and repaying all
debt for the memorial, and believes that it will be able to raise all funds necessary to pay
the costs and expenses associated with the project through its planned fundraising
efforts; and
WHEREAS, the expected costs of the memorial are less than $180,000; and
WHEREAS, once constructed, the PPBA will gift the memorial to the PPD and the
City; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1
The City Council declares its support for the construction of a new law enforcement
memorial at the site of the Pueblo Municipal Justice Center, so long as the City of Pueblo
has no obligation to contribute any general fund dollars or incur any debt associated with
the construction of the same.
SECTION 2.
The officers and staff of the City are authorized and directed to perform any and
all acts consistent with the intent of this Resolution to effectuate the policies and
procedures described herein, including working in a collaborative process with the PPBA
to promote the project to the public and ensure all necessary work can be conducted in a
cooperative and expeditious manner.
SECTION 3.
This Resolution shall become effective immediately upon final passage.

SUMMARY:
Attached is a Resolution supporting the construction of a new law enforcement memorial near the
Pueblo Police Department (“PPD”).
PREVIOUS COUNCIL ACTION:
None.
BACKGROUND:
The Pueblo Police Benevolent Association has proposed the construction of a new law
enforcement memorial at the Pueblo Police Department. The new memorial will be located on
the southeast corner of the Pueblo Municipal Justice Center complex, and would be a place for
the public to come and honor fallen law enforcement professionals from our community.
The area where the new memorial would be located is currently occupied by a small memorial
that is within the confines of the fence that encloses the PPD parking lot. The current memorial,
while dignified, does not have additional space to put names of officers who may lose their life in
the line of duty in service to the citizens of the City of Pueblo. The proposed memorial is much
larger and would be situated in such a way that the families of officers whose names appear on
the memorial would have access to pay respects and to grieve. The additional space for names
of officers on the proposed memorial would provide the ability to add to the memorial for many
years to come.
FINANCIAL IMPLICATIONS:
The PPBA will be solely responsible for the costs associated with this project. It will solicit
charitable contributions from its members and the community to cover all costs and expenses for
the project.
