RESOLUTION NO. 14109
A RESOLUTION AUTHORIZING THE CITY OF PUEBLO, A
MUNICIPAL CORPORATION, TO FILE AN APPLICATION FOR
FEDERAL ASSISTANCE WITH THE FEDERAL AVIATION
ADMINISTRATION FOR A PUEBLO MEMORIAL AIRPORT
MASTER PLAN AND AUTHORIZING THE PRESIDENT OF
CITY COUNCIL TO EXECUTE SAME
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The Application for Federal Assistance, including all understandings and assurances
contained therein, for a Pueblo Memorial Airport Master Plan, a copy of which is attached
hereto, is hereby approved and authorized to be filed with the Federal Aviation Administration.
SECTION 2.
The President of City Council is hereby authorized to execute the Application on behalf
of the City of Pueblo.
SECTION 3.
The officers of the City are directed and authorized to perform any and all acts
consistent with the intent of this Resolution and the attached instruments to effectuate the
transactions described therein.
SECTION 4.
The Resolution shall become effective immediately upon passage and approval.

WITH THE FEDERAL AVIATION ADMINISTRATION FOR A PUEBLO
MEMORIAL AIRPORT MASTER PLAN AND AUTHORIZING THE
PRESIDENT OF CITY COUNCIL TO EXECUTE SAME
SUMMARY:
This Resolution will authorize the filing of an Application for Federal Assistance with the
Federal Aviation Administration (FAA) for a Pueblo Memorial Airport Master Plan.
PREVIOUS COUNCIL ACTION:
None.
BACKGROUND
Airport Master Plans are recommended by the FAA. The last completed Airport Master Plan
for the Pueblo Memorial Airport was completed in 1992, with updates completed as recently
as 2007. The old plan has been completed. An Airport Master Plan looks at the next 20-years
and establishes a strategy to meet the identified goals and needs. A new plan is necessary
to establish goals and expected needs for the continued modernization of the airport.
In addition to the above, FAA Grant Assurances require all airports to maintain a current
Airport Layout Plan. The Airport most recently accepted a grant in 2018 which renewed this
obligation. While the Pueblo Memorial Airport Layout Plan is current, it should be updated to
reflect the future development identified by the Airport Master Plan.
FINANCIAL IMPLICATIONS:
The total Federally eligible project is estimated at $473,685.00. The Application for Federal
Assistance is for $450,000.00. With the approval of City Council, a Colorado Aviation Grant
application will also be submitted for $11,842.00 of the project cost. The City’s local match
on the grant is estimated to be $11,843.00. Funds are available within the Capital
Improvement Project Account CIAN-18 – Grant Matches Airport.

STAKEHOLDER PROCESS:
Not applicable.
ALTERNATIVES:
If the Airport Master Plan is not done, it will be difficult for the Airport to justify future Federally
eligible projects.
RECOMMENDATION
It is the recommendation of the Department of Aviation that the request to submit the
Application for Federal Assistance be approved.
