HomeMy WebLinkAbout14106RESOLUTION NO. 14106 A RESOLUTION AWARDING A CONSTRUCTION CONTRACT IN THE AMOUNT OF $14,140.16 TO PARKER EXCAVATING INC., FOR EMERGENCY SANITARY SEWER POINT REPAIR AT CARTERET AVENUE AND NORTHERN AVENUE AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE THE SAME WHEREAS, an emergency sanitary sewer repair was authorized by the Pueblo City Manager in accordance with Section 1-10-5 of the Pueblo Municipal Code; and WHEREAS, the point repair work was awarded to Parker Excavating, Inc., under the 2017- 2018 multi-year point repair contract; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. This contract is for repair of the sanitary sewer at Carteret Avenue and Northern Avenue with Parker Excavating Inc., Project No. 16-043 (WWAN03) and is hereby awarded to said bidder in the amount of $14,140.16. SECTION 2. Funds for Project 16-043 (WWAN03) shall be from the Sewer User Fund. SECTION 3. The Purchasing Agent is hereby authorized to execute said contract on behalf of Pueblo, A Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and attest the same. SECTION 4. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of this Resolution and the contract to effectuate the transactions described therein. Furthermore, all actions previously taken by officers and staff of the City consistent with the contract including any payments authorized under the contract are hereby ratified. SECTION 5. This Resolution shall become effective immediately upon passage and approval. Nicoll and Members of City Council CC: Sam Azad, City Manager VIA: Brenda Armijo, Acting City Clerk FROM: Nancy Keller, Director of Wastewater SUBJECT: A RESOLUTION AWARDING A CONSTRUCTION CONTRACT IN THE AMOUNT OF $14,140.16 TO PARKER EXCAVATING INC., FOR EMERGENCY SANITARY SEWER POINT REPAIR AT CARTERET AVENUE AND NORTHERN AVENUE AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE THE SAME SUMMARY: This Resolution awards a construction contract to Parker Excavating Inc. for emergency sanitary sewer point repair at Carteret Avenue and Northern Avenue. PREVIOUS COUNCIL ACTION : None BACKGROUND : On September 25, 2018, the Collection Crew was performing a television inspection on the 21- inch sewer main at Carteret Avenue and Northern Avenue when the Collection Crew found a large hole at the top of the pipe and significant void above the pipe. The void was located under the outside westbound lane in the heavily traveled Northern Avenue. An emergency repair was needed to repair the pipe and fill in the void to protect the traveling public. The quote for the unit prices for the estimated work performed by Parker Excavating, Inc. and the change order for the project are attached. This work was performed under the Sanitary Sewer Point Repair multi-year contract under which five (5) contractors were qualified via competitive bid. The cost breakdown for the project is as follows: Sanitary Sewer Replacement-related Remove and Replace 18” PVC $ 1,136.00 18” Fernco $ 172.43 Install Extra Lean Concrete (Flowfill) $ 2,782.00 Bypass Pumping $ 5,180.75 Set-up Tear Down Bypass Pumping $ 2,514.00 Traffic Control $ 654.98 Mobilization $ 550.00 92% Total: $ 12,990.16 Sanitary Sewer Replacement-related Asphalt Patch 6” Full Depth Asphalt $ 1,150.00 $ 1,150.00 8% FINANCIAL IMPLICATIONS : Funding for this project came from the sanitary sewer rehabilitation budget funded by the Sewer User Fund. Funding was available and had been budgeted, appropriated and allocated to Project No. 16-043 (WWAN03). BOARD/COMMISSION RECOMMENDATION : Not applicable STAKEHOLDER PROCESS : None ALTERNATIVES : Alternative No. 1 – No Action Under this alternative, the City would leave the hole in the main, making the void larger leading to a possible hole forming in the asphalt. Alternative No. 2 – Place the Repair on a Rehabilitation List Under this alternative, the City would make no immediate repairs to the sanitary main. The sanitary main would be put on a rehabilitation list and prioritized by the level of importance for future rehabilitation projects. Like Alternative No. 1 the City would leave the hole in the main, making the void larger leading to a possible hole forming in the asphalt. RECOMMENDATION : Approval of the Resolution.
