Nicoll and Members of City Council VIA: Brenda Armijo, Acting City Clerk FROM: Sam Azad, City Manager SUBJECT: A RESOLUTION AWARDING A THREE-YEAR ANIMAL SERVICES CONTRACT RELATING TO THE OPERATION OF THE ANIMAL SHELTER AND ENFORCEMENT OF LOCAL ORDINANCES TO ANIMAL WELFARE AND PROTECTION SOCIETY D/B/A PAWS FOR LIFE, A COLORADO NON-PROFIT CORPORATION SUMMARY: Attached is a Resolution awarding a three-year animal services contract to Animal Welfare and Protection Society d/b/a Paws for Life, a Colorado non-profit corporation (“PAWS”). PREVIOUS COUNCIL ACTION: Not applicable to this Resolution. BACKGROUND: On January 11, 2016, by Ordinance No. 8963, the City Council approved a three-year animal services contract with the Humane Society of the Pikes Peak Region (“HSPPR”). Said contract is due to expire on December 31, 2018. On February 26, 2018, by Ordinance No. 9243, the City Council adopted the Pueblo Animal Protection Act (“PAPA”) which added requirements regarding the operation of the animal shelter. PAPA has not been adopted by the Board of County Commissioners of Pueblo County. On September 19, 2018, the Pueblo County Purchasing Department, in collaboration with the City of Pueblo issued a Request for Proposals No. 18-26 for the animal shelter and/or animal control services (“RFP”). Bidders were instructed to submit two (2) proposals, as follows:  Without PAPA being applicable  With PAPA being applicable Three proposals were received by the October 19, 2018 RFP submission deadline. The proposals were evaluated by a five-member evaluation committee consisting of two members selected by City Council; two members selected by the Pueblo Board of County Commissioners and one member selected jointly by the City Council and Pueblo Board of County Commissioners. Each proposal was independently scored based upon four (4) criteria identified in the RFP. Based upon the average scores of the evaluation committee, PAWS was rated first and HSPPR second. FINANCIAL IMPLICATIONS: Of the three proposals reviewed by the evaluation committee, only those submitted by PAWS and HSPPR provided for both animal shelter and animal control services. HSPPR Without PAPA $2,011,228.00 With PAPA $2,242,147.00 PAWS Without PAPA $1,702,450.00 With PAPA $1,702,450.00 BOARD/COMMISSION RECOMMENDATION: The evaluation committee recommends that the three-year animal services contract be awarded to PAWS. STAKEHOLDER PROCESS: City staff and County staff have collaborated in the issuance and evaluation of proposals. ALTERNATIVES: If this Resolution is not approved, the current animal services contract will expire on December 31, 2018 without a new contractor being selected. RECOMMENDATION: Approve the Resolution. Attachments: Proposed Resolution RESOLUTION NO. 14104 A RESOLUTION AWARDING A THREE-YEAR ANIMAL SERVICES CONTRACT RELATING TO THE OPERATION OF THE ANIMAL SHELTER AND ENFORCEMENT OF LOCAL ORDINANCES TO ANIMAL WELFARE AND PROTECTION SOCIETY D/B/A PAWS FOR LIFE, A COLORADO NON-PROFIT CORPORATION BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. The three-year contract for animal services to begin on January 1, 2019 and end on December 31, 2021 shall be and hereby is awarded to the Animal Welfare and Protection Society, d/b/a PAWS for Life, a Colorado non-profit corporation (“PAWS”). SECTION 2. The City Attorney is hereby authorized and directed to prepare a three-year contract with PAWS which incorporates the terms and conditions of Pueblo County RFP No. 18-26 and the proposal of PAWS in response thereto. SECTION 3. The officers and staff of the City are authorized and directed to perform any and all acts consistent with this Resolution which are necessary or appropriate to implement the transactions described therein. SECTION 4. This Resolution shall become effective immediately upon final passage.
