SUBJECT: AN ORDINANCE APPROVING A PARTICIPATING ADDENDUM FOR THE
PURCHASE OF A 35' HYBRID TRANSIT BUS
SUMMARY:
The attached ordinance approves a participating addendum between the Commonwealth of
Virginia, Gillig, and the City of Pueblo for the purposes of purchasing a new transit bus off an
existing contract between the Commonwealth of Virginia and Gillig.
PREVIOUS COUNCIL ACTION:
None
BACKGROUND:
City of Pueblo was awarded a grant to purchase a new 35’ hybrid transit bus in 2018. Staff is
recommending procuring the new bus off an existing contract between the Commonwealth of
Virginia and Gillig (bus manufacturer). The concept is called “piggy backing” and is approved by
City of Pueblo purchasing guidelines and the Federal Transit Administration. This process avoids
the lengthy process of preparing bid documents and allows the City to continue to purchase Gillig
buses within a competitive bidding process.
FINANCIAL IMPLICATIONS:
There a no financial implications with the approval of the addendum.
BOARD/COMMISSION RECOMMENDATION:
Pueblo Transit Board recommends approval.
STAKEHOLDER PROCESS:
Not applicable.
ALTERNATIVES:
Should this Ordinance not pass, Pueblo Transit will be required to produce formal bidding
documents for the purchase of a 35’ hybrid bus. There is no guarantee that the contract would
be awarded to Gillig, thus diversify our fleet and respecting maintenance components.
RECOMMENDATION:
Approval of the Ordinance.

AN ORDINANCE APPROVING
A PARTICIPATING
ADDENDUM FOR THE PURCHASE OF A 35' HYBRID TRANSIT
BUS
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The Participating Addendum between the Commonwealth of Virginia, Gillig, and the City
of Pueblo for the purposes of purchasing a new transit bus off an existing contract between the
Commonwealth of Virginia and Gillig is hereby approved.
SECTION 2.
The President of City Council is herby authorized to execute said Participating
Addendum on behalf of the City of Pueblo, and the City Clerk shall affix the Seal of the
City to the Participating Addendum and attest the same.
SECTION 3.
The officers of the City are directed and authorized to perform any and all acts
consistent with the intent of this Ordinance and the attached Agreement to effectuate the
policies and procedures described therein.
SECTION 4.
This Ordinance shall become effective immediately upon final passage.
