A RESOLUTION AWARDING A CONSTRUCTION CONTRACT IN
THE AMOUNT OF $507,590 TO K.R. SWERDFEGER
CONSTRUCTION INC., AND SETTING FORTH $101,518 FOR
CONTINGENCIES, FOR PROJECT 18-093 (WWAN05) FY2018
ANNUAL MANHOLE REHABILITATION PROJECT AND
AUTHORIZING THE PURCHASING AGENT TO EXECUTE THE
SAME AND TRANSFERRING FUNDS IN THE AMOUNT OF
$40,000 FROM (WW1499) PROJECTS TO BE DETERMINED
WHEREAS, competitive bids for the Project No. 18-093 (WWAN05) FY2018 Annual
Manhole Rehabilitation Project have been received and examined; and
WHEREAS, the proposal of K.R. Swerdfeger Construction Inc., of Pueblo West, Colorado
was the lowest of those bids determined to be responsive; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
This contract will be for removal and replacement of manholes and to epoxy coat existing
manholes. Contract Agreement for FY2018 Annual Manhole Rehabilitation Project with K.R.
Swerdfeger Construction Inc., Project No. 18-093 (WWAN05) is hereby awarded to said bidder in
the amount of $507,590.
SECTION 2.
Funds will be transferred from WW1499 Projects to Be Determined in the amount of
$40,000 to Project 18-093 (WWAN05) FY2018 Annual Manhole Rehabilitation Project.
SECTION 3.
Funds for Project 18-093 (WWAN05) shall be from the Sewer User Funds.
SECTION 4.
The Purchasing Agent is hereby authorized to execute said contract on behalf of Pueblo,
A Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and attest the
same.
SECTION 5
In addition to the amount of the bid set forth, as aforementioned, an additional amount as
stipulated in this section is hereby established for contingencies and additional work.

SECTION 6.
The officers and staff of the City are directed and authorized to perform any and all acts
consistent with the intent of this Resolution and the contract to effectuate the transactions
described therein.
SECTION 7.
This Resolution shall become effective immediately upon passage and approval.

SUMMARY:
This Resolution awards a construction contract to K.R. Swerdfeger Construction Inc., for FY2018
Annual Manhole Rehabilitation Project. The project will place epoxy coating in manholes and
replace manholes across the City of Pueblo.

BACKGROUND
:
During routine maintenance on the sanitary mains by the collection crew, an evaluation of the
manholes is also performed to determine the severity of deterioration. The manholes
replacements are prioritized using this evaluation criteria. Manholes for the 18-093 (WWAN05)
FY2018 Annual Manhole Rehabilitation Project had the highest priority for rehabilitation to protect
the public interest. These manholes will be rehabilitated by rebuilding the wall thickness with a
cementitious material and sealing with an epoxy coating or, in more severe cases, being removed,
replaced and epoxy coated.

Funds are available from the Sewer User Funds.

:
Alternative No. 1 – No Action
The Wastewater Department could take no action. The manholes would continue to deteriorate
until they eventually collapse warranting an emergency repair and possibly endangering the
public.
