HomeMy WebLinkAbout09369As Amended November 12, 2018 ORDINANCE NO. 9369 AN EMERGENCY ORDINANCE ESTABLISHING PROJECT CI1821 – HOMELESS WARMING SHELTER, AND BUDGETING AND APPROPRIATING FUNDS FROM THE 2018 FUND BALANCE OF THE GENERAL FUND IN THE AMOUNT OF $250,000 TO SAID PROJECT FOR THE PURPOSE OF PROVIDING A WARMING SHELTER BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. Project CI1821 – Homeless Warming Shelter is hereby created in the Capital Improvements Fund. Funds in the amount of $250,000 are hereby authorized to be transferred, expended, and made available out of the 2018 Fund Balance of the General Fund, and are hereby budgeted and appropriated to said project. SECTION 2. The City Council has been advised that there is an immediate need to provide shelter for the City’s homeless, as dropping temperatures create an imminent danger to the health and welfare of these homeless citizens. Therefore, for said reasons, pursuant to Section 3-20 of the City Charter, the City Council declares that an emergency exists requiring immediate passage and approval of this Ordinance. City Council further declares that this Emergency Ordinance is necessary for the immediate preservation of public health, safety and welfare. SECTION 3. The officers and the staff of the City are authorized and directed to perform any and all acts consistent with the intent of this Ordinance to implement the policies and procedures described herein. SECTION 4. This Ordinance shall become effective immediately upon final passage and approval. Nicoll and Members of City Council VIA: Brenda Armijo, Acting City Clerk FROM: Sam Azad, City Manager SUBJECT: AN EMERGENCY ORDINANCE ESTABLISHING PROJECT CI1821 – HOMELESS WARMING SHELTER, AND BUDGETING AND APPROPRIATING FUNDS FROM THE 2018 FUND BALANCE OF THE GENERAL FUND IN THE AMOUNT OF $250,000 TO SAID PROJECT FOR THE PURPOSE OF PROVIDING A WARMING SHELTER SUMMARY: This Ordinance provides funding for the rental/lease of two 40’ x 40’ tents, heaters, port- a-potties and security costs relating to a warming shelter. PREVIOUS COUNCIL ACTION: None. BACKGROUND: An overnight sheltering place for homeless in the City of Pueblo does not currently exist and extreme cold night temperatures pose significant dangers to the health of the City’s homeless persons. The locations within the City of Pueblo which have previously been used as homeless shelters are no longer available. FINANCIAL IMPLICATIONS: Funds will be transferred in the amount of $250,000 from the 2018 fund balance of the General Fund (the City of Pueblo’s reserves). BOARD/COMMISSION RECOMMENDATION: Not applicable. STAKEHOLDER PROCESS Not applicable. ALTERNATIVES: If this Ordinance is not approved, homeless residing in the city will be forced to endure below freezing temperatures when they are outdoors due to the lack of an overnight shelter.
