HomeMy WebLinkAbout14067 RESOLUTION NO. 14067 A RESOLUTION AUTHORIZING THE CITY OF PUEBLO TO SUBMIT A GRANT APPLICATION FOR THE 2018 PLANNING GRANT FOR THE EASTSIDE MULTIPURPOSE ATHLETIC FIELD MASTER PLANNING PROJECT TO THE STATE BOARD OF THE GREAT OUTDOORS COLORADO TRUST FUND AND AUTHORIZING THE PRESIDENT OF THE CITY COUNCIL TO EXECUTE SAME WHEREAS, City Council supports and authorizes the City of Pueblo to submit a grant application for the Eastside Multipurpose Athletic Field Master Planning Project, to Great Outdoors Colorado Trust Fund for the Planning Grant Program; NOW THEREFORE; BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1: The President of the City Council is hereby authorized to execute and deliver the grant application for the Eastside Multipurpose Athletic Field Master Planning Project GOCO Planning Grant Program to the State Board of the Great Outdoors Colorado Trust Fund, and the City Clerk shall affix the seal of the City thereto and attest same. SECTION 2: The City of Pueblo is requesting a total of $75,000 in Great Outdoors Colorado Trust Funds for the Eastside Multipurpose Athletic Field Master Planning Project. Funds in the amount of $25,000 will be budgeted an appropriated from the 2019 City of Pueblo Conservation Trust Fund. The total cost for the Eastside Athletic Field Master Planning Project is $100,000. SECTION 3: A copy of the grant application is attached hereto and is on file at the City of Pueblo’s Department of Planning and Community Development. SECTION 4. The officers and staff of the City are authorized and directed to perform any and all acts consistent with the intent of this Resolution to implement the policies and procedures described herein. SECTION 5. This Resolution shall become effective immediately upon passage and approval. Nicoll and Members of City Council CC: Sam Azad, City Manager VIA: Brenda Armijo, Acting City Clerk FROM: Steven Meier, Director of Planning and Community Development SUBJECT: A RESOLUTION AUTHORIZING THE CITY OF PUEBLO TO SUBMIT A GRANT APPLICATION FOR THE 2018 PLANNING GRANT FOR THE EASTSIDE MULTIPURPOSE ATHLETIC FIELD MASTER PLANNING PROJECT TO THE STATE BOARD OF THE GREAT OUTDOORS COLORADO TRUST FUND AND AUTHORIZING THE PRESIDENT OF THE CITY COUNCIL TO EXECUTE SAME SUMMARY: This Grant will fund a Multipurpose Athletic Field Master Plan for the 35-acre City owned parcel located north of the East U.S. Highway 50 Bypass and south of Oakshire Lane. PREVIOUS COUNCIL ACTION: City Council approved the purchase of the 35-acre parcel for recreation improvements in March 2018. BACKGROUND: The City of Pueblo is applying for a $75,000 grant through the Great Outdoors Colorado (“GOCO”) Planning Grant Program for the Eastside Multipurpose Athletic Field Master . PlanThe Planning Grant will provide funds to hire a consultant to complete a recreation Master Plan of the 35-acre Eastside parcel that was purchased by the City of Pueblo in 2018. The Master Plan will include an investigation of the entire site to determine the preferred types and numbers of athletic fields and other uses that can be supported by the site. The plan will also include an analysis of ingress/egress to the site, internal circulation and parking for the preferred recreational uses. Finally, the plan will include the types of supporting amenities that the preferred recreational uses will need and the location of the facilities. FINANCIAL IMPLICATIONS: The GOCO Board will award the Planning Grant in March 2019. Funds for the Eastside Multipurpose Athletic Field Master Plan will be budgeted and appropriated by the City before entering into a Grant Contract. The City of Pueblo will make $25,000 available during the term of the Grant between March 2019 and March 2021. Total cost for the Project is $100,000. The following is a funding breakdown for the project: GOCO Planning Grant $ 75,000.00 City of Pueblo Conservation Trust Fund $ 25,000.00 TOTAL $ 100,000.00 BOARD/COMMISSION RECOMMENDATION: No previous board or commission actions. STAKEHOLDER PROCESS: None. ALTERNATIVES: Denial of this Resolution will result in the cancellation of the Project. RECOMMENDATIONS: Approval of the Resolution.
