HomeMy WebLinkAbout14066 RESOLUTION NO. 14066 A RESOLUTION AUTHORIZING THE CITY OF PUEBLO TO SUBMIT A GRANT APPLICATION FOR THE 2018 LOCAL GOVERNMENT PARKS AND RECREATION PROGRAM FOR THE MINERAL PALACE PARK PICKLEBALL COURT PROJECT TO THE STATE BOARD OF THE GREAT OUTDOORS COLORADO TRUST FUND AND AUTHORIZING THE PRESIDENT OF THE CITY COUNCIL TO EXECUTE SAME WHEREAS, City Council supports and authorizes the City of Pueblo to submit a grant application for Mineral Palace Park Pickleball Court Project, to the State Board of the Great Outdoors Colorado Trust Fund Local Parks and Recreation Program for the purpose of replacing the existing Mineral Palace Park tennis courts with six, post- tension Pickleball courts, fencing, lighting, spectator seating, and shade structures; NOW, THEREFORE; BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1: The President of the City Council is hereby authorized to execute and deliver the grant application for the Mineral Palace Park Pickleball Court Project GOCO Local Parks and Recreation Program to the State Board of the Great Outdoors Colorado Trust Fund, and the City Clerk shall affix the seal of the City thereto and attest same. SECTION 2: The City of Pueblo is requesting a total of $300,000 in Great Outdoors Colorado funds for the Mineral Palace Park Pickleball Court Project. Funds in the amount of $65,000 will be budgeted and appropriated from the 2019 City of Pueblo Conservation Trust Fund. The City of Pueblo will provide $20,000 of in in-kind work and the Pueblo Pickleball Association will provide $15,000 in matching funds. The total cost for the Mineral Palace Park Pickleball Court Project is $400,000. SECTION 3: A copy of the grant application is attached hereto and is on file at the City of Pueblo’s Department of Planning and Community Development. SECTION 4. The officers and staff of the City are authorized and directed to perform any and all acts consistent with the intent of this Resolution to implement the policies and procedures described herein. SECTION 5. This Resolution shall become effective immediately upon passage and approval. PREVIOUS COUNCIL ACTION: No previous City Council action. BACKGROUND: The City of Pueblo is applying for a $300,000 grant through the Great Outdoors Colorado (“GOCO”) Local Government Parks and Recreation Program (“LPOR”) for the . Mineral Palace Park Pickleball Court ProjectUSA Today reports that Pickleball is the fastest growing sport in the United States with 2.8 million regular players and a 12- percent increase in participants annually. Pickleball is played on a court similar to a tennis court; however, the court is a quarter smaller than a tennis court and the net is six inches lower than a tennis net. Pickleball is played with paddles and a hard-plastic ball similar to a whiffle ball. Presently, the City does not have designated Pickleball Courts. Pickleball users have temporarily retrofit two tennis courts within City Park to accommodate Pickleball play. The Pueblo Pickleball Association, which consists of 125 members, has approached the Pueblo Parks and Recreation Department to construct a designated Pickleball facility to provide free Pickleball play to Pueblo and surrounding community residents. Having designated Pickleball courts will allow the City of Pueblo and Pueblo Pickleball Association to host Pickleball Tournaments, provide Pickleball programming and lessons, eliminate scheduling conflicts between City Tennis programs and Pickleball play. The Mineral Palace Pickleball facility will include six regulation size, post tension Pickleball courts. The courts will be separated with regulation fencing and will be completely enclosed with a chain link fence. Lighting, spectator seating, and shade structures will be provided around the facility for those waiting for or watching a game. The facility will be supported by the existing Mineral Palace Park restroom facilities and will be ADA accessible. FINANCIAL IMPLICATIONS: The GOCO Board will award LPOR Grants in March 2019. Funds for the Mineral Palace Pickleball facility will be budgeted and appropriated by the City before entering into a Grant Contract. The City of Pueblo will make $65,000.00 available and provide $20,000 of in-kind services to the Project during the term of the Grant between March 2019 and March 2021. Pueblo Pickleball Association will provide $15,000 in matching funds to the Project. Total cost for the Project is $400,000. The following is a funding breakdown of the Project funding: GOCO LPOR $ 300,000.00 City of Pueblo Conservation Trust $ 65,000.00 Pueblo PickleBall Association and Partners $ 15,000.00 City of Pueblo In-Kind $ 20,000.00 TOTAL $ 400,000.00 BOARD/COMMISSION RECOMMENDATION: No previous board or commission actions. STAKEHOLDER PROCESS: The City of Pueblo Parks and Recreation District has been actively working with the Pueblo Pickleball Association and non-organized Pickleball players to plan and fund the Mineral Palace Park Pickleball facility. ALTERNATIVES: Denial of this Resolution will result in the cancellation of the Project. RECOMMENDATIONS: Approval of the Resolution. Attachments: Grant Application Budget Form Grant Certification
