HomeMy WebLinkAbout14065RESOLUTION NO. 14065 A RESOLUTION AUTHORIZING THE FILING OF AN ONLINE APPLICATION FOR FEDERAL ASSISTANCE BY THE CITY OF PUEBLO, A MUNICIPAL CORPORATION, WITH THE FEDERAL AVIATION ADMINISTRATION FOR THE INSTALLATION OF WILDLIFE FENCING AT THE PUEBLO MEMORIAL AIRPORT AND AUTHORIZING CITY STAFF TO SUBMIT SAME BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. The online application for a Federal Grant, including all understandings and assurances contained therein, to install wildlife fencing at Pueblo Memorial Airport, an example of which is attached hereto, is hereby approved and authorized to be filed with the Federal Aviation Administration. SECTION 2. The Director of Aviation is hereby authorized to submit the online grant application and any other required documentation required by the Federal Aviation Administration on behalf of the City of Pueblo. SECTION 3. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of this Resolution and the attached instruments to effectuate the transactions described therein. SECTION 4. This Resolution shall become effective immediately upon passage and approval. Nicoll and Members of City Council CC: Sam Azad, City Manager VIA: Brenda Armijo, Acting City Clerk FROM: Ian Turner, Director of Aviation SUBJECT: A RESOLUTION AUTHORIZING THE FILING OF AN ONLINE APPLICATION FOR FEDERAL ASSISTANCE BY THE CITY OF PUEBLO, A MUNICIPAL CORPORATION, WITH THE FEDERAL AVIATION ADMINISTRATION FOR THE INSTALLATION OF WILDLIFE FENCING AT THE PUEBLO MEMORIAL AIRPORT AND AUTHORIZING CITY STAFF TO SUBMIT SAME SUMMARY: This Resolution will authorize the Director of Aviation to submit an online application for supplemental discretionary funding from the Federal Aviation Administration under the Airport Improvement Program in accordance with the Consolidated Appropriations Act, 2018. PREVIOUS COUNCIL ACTION: Council has not taken previous action on this topic. BACKGROUND: As part of the Consolidated Appropriations Act, 2018, the United States Congress approved supplemental funding for airports under the Airport Improvement Program totaling $1,000,000,000.00, available through September 30, 2020. Priority for program project funding goes to non-primary airports not located in metropolitan statistical areas, or to primary, non-hub and small-hub airports. Local or state matches are not required for supplemental funding. Pueblo Memorial Airport does not fit the priority categories for calendar year 2018. However, excess funds may be available to airports not meeting these priorities and Pueblo Memorial Airport (PUB) may meet one of the priority definitions in the future. It is prudent to apply for needed airport improvements when all costs can be covered by a federal grant. This Resolution specifically applies to wildlife fencing around the perimeter fence of the PUB. In 2012, a Federal Aviation Administration funded wildlife hazard assessment (WHA) was completed for PUB, which recommended that a “new perimeter fence… be installed on the west, north, and east sides of the airport to prevent large animals from having unrestricted access to the airfield,” to replace the current barbed wire fence (PUB Wildlife Hazard Assessment, 2012). The WHA also directed PUB to develop a wildlife hazard management plan incorporating the recommendations of the WHA, which became a federally regulated document under 14 CFR Part 139.337. This grant request goes to fulfill that requirement. FINANCIAL IMPLICATIONS: Grants made under the supplemental funding to the Airport Improvement Program require no local match. However, should a grant be offered, some incidental costs are expected and will be covered through the Department of Aviation’s annual budget. Total project cost is estimated at $3,300,000.00. BOARD/COMMISSION RECOMMENDATION: Not applicable. STAKEHOLDER PROCESS: Not applicable at this time, but stakeholder input will be received later. ALTERNATIVES: If this Resolution is not approved, an application will not be submitted and other means of fulfilling the project requirement will be sought.
