A RESOLUTION AWARDING A CONSTRUCTION CONTRACT IN
THE AMOUNT OF $7,599.31 TO PARKER EXCAVATING INC.,
FOR THE EMERGENCY REPAIR OF THE GRIT LINES AT THE
JAMES R. DIIORIO WATER RECLAMATION FACILITY AND
AUTHORIZING THE PURCHASING AGENT TO EXECUTE THE
SAME
WHEREAS, an emergency repair was authorized by the Pueblo City Manager in
accordance with Section 1-10-5 of the Pueblo Municipal Code; and
WHEREAS, the work was awarded to Parker Excavating Inc.; NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
This is for repair of the grit lines at the water reclamation facility. The Agreement for the
Emergency Repair with Parker Excavating Inc., Project No. WWAN04 is hereby awarded to said
bidder in the amount of $7,599.31.
SECTION 2.
Funds for Project WWAN04 shall be from the Sewer User Fund.
SECTION 3.
The Purchasing Agent is hereby authorized to execute said contract on behalf of Pueblo,
A Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and attest the
same.
SECTION 4.
The officers and staff of the City are directed and authorized to perform any and all acts
consistent with the intent of this Resolution and the contract to effectuate the transactions
described therein.
SECTION 5.
This Resolution shall become effective immediately upon passage and approval.

SUMMARY:
This Resolution awards a construction contract to Parker Excavating Inc. for the
emergency repair of the grit line at the James R. Dilorio Water Reclamation Facility.

BACKGROUND
:
On August 24, 2017, the Engineering Department was notified that two grit line pipes
were beginning to leak by evidence of ponding at the surface. These pipes are used to
transfer the removed grit and small debris away from the plant process. Eventually, the
grit and small debris deteriorate the pipes with the constant abrasive flow. As a short-term
solution, to avoid an illicit discharge, the plant turned the grit lines off.
The quote for the unit prices for the estimated work performed by Parker Excavating, Inc.
and the change order for the project are attached. This work was performed under the
Sanitary Sewer Point Repair multi-year contract under which five (5) contractors were
qualified via competitive bid.
FINANCIAL IMPLICATIONS
:
Funding for this project came from the treatment plant. Funding was available and had
been budgeted, appropriated and allocated to Project No. WWAN04.

ALTERNATIVES
:
Alternative No. 1 – No Action, Allow Grit Lines to Continue Leaking
Under this alternative, the City would make no improvements to the grit lines. The grit
lines would continue to be in service and would continue to leak, creating a pond of
untreated water on the surface which would violate the Water Reclamation Facility’s
Colorado Discharge Permit.
Alternative No. 2 – No Action, Turn off Grit Lines
Under this alternative, the City would make no improvements to the grit lines. The grit
lines would be turned off and the grit and small debris would be incorporated in the plant
process. Over time, the grit and small debris would wear down the other components in
the plant.
Alternative No. 3 – Place the Repair on a Rehabilitation List
Under this alternative, the City would make no immediate repairs to the grit lines. The grit
lines would have been budgeted for the following year, thus allowing untreated wastewater
to pond onto the surface or risk damaging other parts of the plant.
RECOMMENDATION
:
