AN ORDINANCE CHANGING ZONING RESTRICTIONS
FOR A PARCEL OF LAND LOCATED AT 2111 WEST
NORTHERN AVENUE FROM R-2, SINGLE FAMILY
RESIDENTIAL DISTRICT TO B-2, SUBREGIONAL
BUSINESS DISTRICT
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The zoning restrictions covering the following described property, and in addition
half of all adjacent public roadway and alley rights-of-way, inclusively identified in the
attached Rezone Exhibit is hereby changed from R-2, Single Family Residential District,
to B-2, Subregional Business District:
LOTS 25 TO 29 INCL BLK 2 LAKE MINNEQUA SUBDIVISION
PARCEL SIZE: 0.34 ACRES
SECTION 2.
The officers and staff of the City are authorized and directed to perform any and
all acts consistent with the intent of the Ordinance to implement the policies and
procedures described herein.
SECTION 3.
This Ordinance shall become effective immediately upon final passage and
approval.

SUBJECT: AN ORDINANCE CHANGING ZONING RESTRICTIONS FOR A PARCEL
OF LAND LOCATED AT 2111 WEST NORTHERN AVENUE FROM R-2,
SINGLE FAMILY RESIDENTIAL TO B-2, SUBREGIONAL BUSINESS
DISTRICT
SUMMARY:
The applicant requests rezoning the subject property from Single-Family Residential (R-
2 zone) district to Subregional Business District (B-2 zone) district.
PREVIOUS COUNCIL ACTION:
None.
BACKGROUND:
The subject property is located at 2111 West Northern Avenue and generally located on
the north side of Northern Avenue between Brown Avenue and an alley. The applicant is
requesting to rezone the property from R-2, Single Family Residential to B-2, Subregional
Business District to bring the entire property into the same zoning as the neighboring
shopping center located to the west of this property on Northern Avenue. Retail
businesses are not permitted in the existing R-2 Zone District. Rezone to B-2 will ensure
consistent business licensing. No changes are proposed to the site that is being rezoned.
FINANCIAL IMPLICATIONS:
There are no financial implications for the City.
BOARD/COMMISSION RECOMMENDATION:
The Planning and Zoning Commission, at their July 11, 2018 Regular Meeting, voted 6-0
to recommend approval (Commissioner Avalos absent).
STAKEHOLDER PROCESS:
The Planning Department sent out Notice of the Planning and Zoning Commission Public
Hearing to all property owners located within 300 feet of the subject property.
A Public Notice poster was placed on the subject property 15 days prior to the Public
Hearing.
ALTERNATIVES:
If City Council does not approve this Ordinance, the current zoning would remain.
Upon request of City Council, the Ordinance could be returned to the Planning and Zoning
Commission for consideration of proposed modifications.
RECOMMENDATION:
Approval of the Ordinance.
