RESOLUTION NO. 14040
A RESOLUTION AUTHORIZING THE PUEBLO URBAN
RENEWAL AUTHORITY TO COMPLETE A STUDY TO
DETERMINE WHETHER A PORTION OF LAND OWNED
BY CF&I STEEL LP, GENERALLY LOCATED SOUTH OF
HARLEM STREET, WEST OF CANAL STREET AND EAST
OF I-25, IS A SLUM, BLIGHTED AREA, OR A
COMBINATION THEREOF, AND TO NOTIFY OWNERS OF
PROPERTY IN THE AREA OF SUCH STUDY
WHEREAS, Representatives of CF&I Steel, LP, as the property owner, have met
with City and Pueblo Urban Renewal Authority Staff to present concerns of urban blight
within a portion of the CF&I Steel, LP property; and,
WHEREAS, Representatives of the owner of the CF&I Steel, LP property
requested the City and Pueblo Urban Renewal Authority to study a portion of CF&I
Steel, LP land for the purposes of considering a redevelopment plan to remove blighted
conditions; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1:
The Pueblo Urban Renewal Authority (the “Authority”) is hereby directed to
complete a study to determine if the CF&I Steel, LP property, depicted on Exhibit A is a
slum, a blighted area or combination thereof.
SECTION 2:
Within thirty days of the authorization of the study described in Section 1, the
Authority shall notify the owners of property in the area of such study pursuant to
Section 31-25-107(1)(b) Colorado Revised Statutes.
SECTION 3:
Within thirty days of the authorization of the study described in Section 1, the
Authority shall notify each public body that levies ad valorem property tax in the area of
the study.
SECTION 4.
The officers and staff of the City are authorized and directed to perform any and
all acts consistent with this Resolution to implement the policies and procedures
described herein.
SECTION 5.
This Resolution shall become effective immediately upon passage and approval.

SUMMARY:
The Resolution authorizes the Pueblo Urban Renewal Authority to complete a study of
blight in a portion of land owned by CF&I Steel, LP generally located south of Harlem
Street, west of Canal Street, and east of I-25.
PREVIOUS COUNCIL ACTION:
None.
BACKGROUND:
Owners and representatives of CF&I Steel, LP have met with City of Pueblo (“City”) and
Pueblo Urban Renewal Authority (“Authority”) Staff to present concerns of urban blight
within a portion of the CF&I Steel, LP property. CF&I Steel, LP, as the property owner,
is concerned that the suspected blighted conditions may impair the municipal economy
and sound growth leading to deterioration of the public health, safety, morals, or welfare
of the City.
FINANCIAL IMPLICATIONS:
None.
BOARD/COMMISSION RECOMMENDATION:
No previous board or commission actions.
STAKEHOLDER PROCESS:
City and Authority Staff have met with representatives of CF&I Steel, LP and the
company is receptive to the study.
ALTERNATIVES:
Denial of this Resolution will result in the dismissal of the property owner’s concerns
and request for further study.
RECOMMENDATIONS:
Approval of the Resolution.
