SUBJECT: AN ORDINANCE APPROVING AND ACCEPTING FEDERAL AVIATION
ADMINISTRATION AIP GRANT AGREEMENT NO. 3-08-0046-036-2018
FOR FUNDS IN THE AMOUNT OF $3,260,528 TO REHABILITATE A
PORTION OF THE AIRCRAFT PARKING APRON (CONSTRUCT
ISLANDS) AT PUEBLO MEMORIAL AIRPORT, ESTABLISHING THE
REHAB PORTION OF AIRCRAFT APRON PROJECT NO. AP1801,
BUDGETING AND APPROPRIATING $3,346,332 TO PROJECT NO.
AP1801, AND AUTHORIZING THE PRESIDENT OF CITY COUNCIL TO
EXECUTE SAME
SUMMARY:
This Ordinance will approve and accept a Federal Aviation Administration (FAA) grant
agreement for the rehabilitation of a portion of the aircraft apron at the Airport.
PREVIOUS COUNCIL ACTION:
City Council approved Resolution No. 13861 on December 26, 2017 authorizing the filing
of an Application for Federal Assistance from the FAA to rehabilitate a portion of the
aircraft apron at Pueblo Memorial Airport. City Council also approved Resolution No.
13862 on December 26, 2017 authorizing the filing of an application for a Colorado
Department of Transportation, Division of Aeronautics grant to assist with the City’s
matching funds for this project.
BACKGROUND
This project will rehabilitate a portion of the aircraft apron and construct turf island areas.
Existing asphalt pavement between Taxiway A and the apron will be removed to provide
safety separation between taxiing aircraft to meet FAA airport design standards. Access
points from Taxiway A to the aircraft parking apron will be rehabilitated and airfield lighting
will be installed. Storm drainage improvements will be made within the island areas as
part of the project.
FINANCIAL IMPLICATIONS:
The total project cost is $3,432,135.00. The Federal grant to be accepted is for
$3,260,528.00. The State has approved the City’s application for a grant and will be
issuing a grant for $85,803.00. Once the State grant is received, it will be brought before
City Council for acceptance and appropriation of funds. The City’s matching funds of
$85,804.00 will at this time be transferred into the project from the Grant Matches-Airport
Project No. CIAN18.
BOARD/COMMISSION RECOMMENDATION:
None.
STAKEHOLDER PROCESS:
A meeting was held with stakeholders on October 24, 2017.
ALTERNATIVES:
If City Council does not approve this Ordinance, the project will not be started and the
grant will be returned to the Federal Aviation Administration.
RECOMMENDATION
The Department of Aviation recommends approval of this Ordinance.

REHAB PORTION OF AIRCRAFT APRON PROJECT NO.
AP1801, BUDGETING AND APPROPRIATING $3,346,332
TO PROJECT NO. AP1801, AND AUTHORIZING THE
PRESIDENT OF CITY COUNCIL TO EXECUTE SAME
WHEREAS, the City of Pueblo has received a Grant Agreement from the Federal
Aviation Administration (“FAA”) to rehabilitate a portion of the aircraft apron at Pueblo
Memorial Airport; and
WHEREAS, a project needs to be established and the funds budgeted and
appropriated; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The Grant Agreement between the City of Pueblo, a Municipal Corporation, and
the FAA making available $3,260,528.00 in federal funds to rehabilitate a portion of the
aircraft apron at Pueblo Memorial Airport, is hereby accepted and approved.
SECTION 2.
The Rehab Portion of Aircraft Apron Project No. AP1801 is hereby established.
SECTION 3.
Funds in the amount of $3,260,528.00 shall be accepted from the FAA grant and
budgeted and appropriated to the Rehab Portion of Aircraft Apron Project No. AP1801.
SECTION 4.
Funds in the amount of $85,804.00 shall be transferred from the Grant Matches-
Airport Project No. CIAN18 and deposited into the Rehab Portion of Aircraft Apron Project
No. AP1801.
SECTION 5.
Funds in the total amount of $3,346,332.00 are hereby budgeted and appropriated
for the Rehab Portion of Aircraft Apron Project No. AP1801.
SECTION 6.
The officers and staff of the City are directed and authorized to perform any and
all acts consistent with the intent of this Ordinance and the Grant Agreement to effectuate
the transactions described therein.
SECTION 7.
This Ordinance shall become effective immediately upon final passage and
approval.
