HomeMy WebLinkAbout14030RESOLUTION NO. 14030 A RESOLUTION AWARDING A CONSTRUCTION CONTRACT IN THE AMOUNT OF $2,672,862.58 TO LATCON CORPORATION, AND SETTING FORTH $270,000.00 FOR CONTINGENCIES AND ADDITIONAL WORK FOR PROJECT NO. 18-046 (EDA #05-01-05793) HISTORIC ARKANSAS RIVERWALK OF PUEBLO GATEWAY PLAZA PROJECT AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE THE SAME WHEREAS, the United States Department of Commerce, Economic Development Administration, has offered funds through Investment No. 05-01-05793, to construct improvements related to the Pueblo Regional Tourism Project; and, WHEREAS, on February 27, 2017, City Council approved Resolution No. 13625 committing $14.4 million in funds for the Pueblo Regional Tourism Project from the City’s 1992-2015 Sales and Use Tax Capital Improvement Projects Fund; and, WHEREAS, the State of Colorado, Department of Local Affairs, has offered funds through Agreement EIAF #8087, to construct the Pueblo Convention Center Regional Tourism Project; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. Contract for Project No. 18-046 Historic Arkansas Riverwalk of Pueblo Gateway Plaza Project is hereby awarded to said bidder in the amount of $2,672,862.58. SECTION 2. In addition to the amount of the bid set forth, as aforementioned, an additional amount has stipulated in this section is hereby established for contingencies and additional work. Contingencies and Additional Work…$270,000.00 SECTION 3. This contract will be paid from Project RTA 1601 and ED1503-Historic Arkansas Riverwalk of Pueblo Gateway Plaza Project. SECTION 4. The Purchasing Agent is hereby authorized to execute said contract on behalf of Pueblo, a Municipal Corporation, and the Acting City Clerk shall affix the seal of the City thereto and attest the same. SECTION 5. The officers and staff of the City are authorized and directed to perform any and all acts consistent with the intent of the Ordinance to implement the policies and procedures described herein. SECTION 6. This Resolution shall become effective immediately upon final passage and approval. Nicoll and Members of City Council CC: Sam Azad, City Manager VIA: Brenda Armijo, Acting City Clerk FROM: Jeff Bailey, Acting Director of Public Works SUBJECT:A RESOLUTION AWARDING A CONSTRUCTION CONTRACT IN THE AMOUNT OF $2,672,862.58 TO LATCON CORPORATION, AND SETTING FORTH $270,000.00 FOR CONTINGENCIES AND ADDITIONAL WORK FOR PROJECT NO. 18-046 (EDA #05-01-05793) HISTORIC ARKANSAS RIVERWALK OF PUEBLO GATEWAY PLAZA PROJECT AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE THE SAME SUMMARY: This Resolution awards a construction contract to Latcon Corporation for the construction of the Gateway Plaza Project located near 150 Central Main Street, Pueblo, CO. PREVIOUS COUNCIL ACTION: On August 22, 2016 City Council approved Ordinance No. 9027 approving Grant Agreement No. 05-01-05793 from the United States Department of Commerce, Economic Development Administration (“EDA Grant”) awarding $1,031,960 in funding for infrastructure for the Project. On February 27, 2017 City Council approved Resolution No. 13625, obligating $14.4 million of funds from the City’s 1992-2015 Sales and Use Tax Capital Improvement Project Funds for the construction of the project components of the Pueblo Regional Tourism Project (RTA). The EDA Grant funds infrastructure improvements for the expansion of the Pueblo Convention Center Exposition Hall. On April 23, 2018 City Council approved Ordinance No. 9259 approving amendment No. 1 related to a reduction of the site work and infrastructure for the expansion of the Pueblo Convention Center Exposition Hall. As Amended August 13, 2018 On June 25, 2018 City Council approved Resolution No. 14001 approving a construction contract for the demolition of the City owned structure located at 150 Central Main Street, Pueblo, CO. On July 23, 2018 City Council also approved Ordinance No. 9312 approving amendment No. 2 to the Grant Agreement relating to the extension of the construction start date. BACKGROUND: The Project includes the construction of the public utility infrastructure, access, circulation, surface parking improvement, site improvements and landscaping related to the RTA Project and the expansion of the Pueblo Convention Center. The Project is expected to take one year to complete. FINANCIAL IMPLICATIONS: City staff will be responsible for project management, as well as processing Pueblo Urban Renewal Authority's (PURA) loan draw requests for payment of project invoices, EDA grant reporting, reimbursement requests, and passthru of EDA grant reimbursement payments to PURA. BOARD/COMMISSION RECOMMENDATION: None. STAKEHOLDER PROCESS: None. ALTERNATIVES: Denial of the Resolution will result in cancellation of the Project. RECOMMENDATION: Approval of the Resolution.
