HomeMy WebLinkAbout14029 RESOLUTION NO. 14029 A RESOLUTION AWARDING A CONSTRUCTION CONTRACT IN THE AMOUNT OF $2,480,758 TO KIEWIT INFRASTRUCTURE COMPANY FOR PROJECT NO. 18-011 (AP1801) REHABILITATION OF A PORTION OF AIRCRAFT PARKING APRON (CONSTRUCT ISLANDS) PROJECT AT THE PUEBLO MEMORIAL AIRPORT AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE SAME WHEREAS, proposals for Project No. 18-011 (AP1801) Rehabilitation of a Portion of Aircraft Parking Apron (Construct Islands) Project at the Pueblo Memorial Airport have been received and examined; and WHEREAS, Kiewit Infrastructure Company was the lowest and best of those bids determined to be responsible; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. A contract for Project No. 18-011 (AP1801) Rehabilitation of a Portion of Aircraft Parking Apron (Construct Islands) Project at the Pueblo Memorial Airport is hereby awarded to Kiewit Infrastructure Company in the amount of $2,480,758.00. SECTION 2. The awarding of this contract is contingent upon the final passage of the Ordinance accepting the Federal Aviation Administration AIP Grant Agreement and establishing the Rehab Portion of Aircraft Apron Project No. AP1801 (“Grant”). SECTION 3. Funds for Project No. 18-011 in the amount of $2,480,758.00 shall be expended from Project No. AP1801. SECTION 4. The Purchasing Agent is hereby authorized to execute said contract on behalf of the City of Pueblo, a Municipal Corporation, and the City Clerk shall affix the Seal of the City thereto and attest the same. SECTION 5. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of this Resolution to effectuate the policies and procedures described therein. SECTION 6. This Resolution shall become effective immediately upon final passage and approval, contingent upon acceptance of the Grant. Nicoll and Members of City Council CC: Sam Azad, City Manager VIA: Brenda Armijo, Acting City Clerk FROM: Ian Turner, Director of Aviation SUBJECT: A RESOLUTION AWARDING A CONSTRUCTION CONTRACT IN THE AMOUNT OF $2,480,758 TO KIEWIT INFRASTRUCTURE COMPANY FOR PROJECT NO. 18-011 (AP1801) REHABILITATION OF A PORTION OF AIRCRAFT PARKING APRON (CONSTRUCT ISLANDS) PROJECT AT THE PUEBLO MEMORIAL AIRPORT AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE SAME SUMMARY: Attached is a Resolution awarding a contract to Kiewit Infrastructure Company for the rehabilitation of a portion of aircraft parking apron (construct islands) project at the Pueblo Memorial Airport. The awarding of this contract is contingent upon the final passage of the Ordinance accepting the Federal Aviation Administration (“FAA”) AIP Grant Agreement (“Grant”) and establishing the Rehab Portion of Aircraft Apron Project No. AP1801. PREVIOUS COUNCIL ACTION: City Council approved Resolution No. 13861 on December 26, 2017, authorizing the filing of an Application for Federal Assistance from the FAA to rehabilitate a portion of the aircraft apron at Pueblo Memorial Airport. City Council also approved Resolution No. 13862 on December 26, 2017, authorizing the filing of an application for a Colorado Department of Transportation, Division of Aeronautics grant to assist with the City’s matching funds for this project. The Ordinance accepting the FAA Grant is currently on the agenda for its second reading. BACKGROUND This project will rehabilitate a portion of the aircraft apron and construct turf island areas. Existing asphalt pavement between Taxiway A and the apron will be removed to provide safety separation between taxiing aircraft to meet FAA airport design standards. Access points from Taxiway A to the aircraft parking apron will be rehabilitated and airfield lighting will be installed. Storm drainage improvements will be made within the island areas as part of the project. The FAA requires that a project be bid before the issuance of a grant. Bids were opened for the project on June 19, 2018. A total of three bids were received, with the bid by Kiewit Infrastructure Company being the lowest and best bid. FINANCIAL IMPLICATIONS: Funds in the amount of $2,480,758.00 will be expended from the Rehab Portion of Aircraft Apron Project No. AP1801. The Federal grant will pay for 95% of the contract ($2,356,720.10). The Colorado Division of Aeronautics will issue a grant to pay for 2.5% ($62,018.95) of the contract, and the City will be responsible for the other 2.5% ($62,018.95). BOARD/COMMISSION RECOMMENDATION: None. STAKEHOLDER PROCESS: rd A meeting was held with stakeholders on October 24, 2017, on August 3, 2018, and on th August 7, 2018. ALTERNATIVES: The awarding of this contract is contingent upon the final passage of the Ordinance accepting the FAA Grant Agreement. If City Council does not accept the Federal Grant, then the contract will not be awarded. The FAA issued the grant based on the lowest bid. If Council accepts the grant but does not approve the contract award, the grant will be returned to the FAA and the project will not be completed. RECOMMENDATION The Department of Aviation recommends approval of this Resolution. Attachments: Bid Summary
