It includes pages 6-24 which are the award’s Special Conditions. PREVIOUS COUNCIL ACTION: The FY2017 JAG Local Solicitation is an annual formula grant that has been in existence for the past thirteen (13) years. The City and County of Pueblo have received $1,642,198.00 in JAG Local Solicitation funds since its inception. On August 14, 2017 Council approved Resolution No. 13744 authorizing the application for the award and approving the required MOU with Pueblo County. BACKGROUND: The Edward Byrne Memorial Justice Assistance Grant (JAG) Program provides funds to units of local government for the purpose of improving law enforcement technology and upgrading necessary equipment. The program is designed to help local communities address problems specific to their area. The award was delayed due to extensive Federal legal actions, but it was ultimately awarded on June 26, 2018. The City has a maximum of 45 days to officially accept the award. When the grant application was submitted in September of 2017, Stephen Nawrocki was the City Council President, so his name is listed on the Grant Award as the Authorized Official. A Grant Adjustment Notice (GAN) has been approved by the DOJ that names Christopher A. Nicoll as the City Council President and the Authorized Official. FINANCIAL IMPLICATIONS: This grant funding represents $97,738.00 to the City and County of Pueblo with no required match. The City’s share of the $97,738.00 is $74,281.00 and the remaining amount is paid to the County. The City is responsible for administering the drawdown of the grant. The County provides the City with quarterly reports which are monitored by the Police Department. The City’s share will be used to fund seven (7) Police Department equipment projects, including desktop, laptop, and other computer-related equipment for the entire Department, mobile ID readers for Patrol, speech recognition hardware/software for Detectives, upgrades to the fingerprint machine in the PMJC lobby, auto theft reduction equipment, covert camera equipment and social media software. (see attachment for detailed list of proposed equipment). BOARD/COMMISSION RECOMMENDATION: Not Applicable STAKEHOLDER PROCESS: City and County law enforcement leaders have met and agreed to the distribution terms of this annual formula grant since its inception in 2005. Additionally, a public meeting, to receive public comments on the expenditures, is a requirement of the award. That public meeting occurred on August 16, 2017.
