A RESOLUTION AUTHORIZING THE CITY OF PUEBLO, A
MUNICIPAL CORPORATION, TO SUBMIT A GRANT
APPLICATION TO THE COLORADO DEPARTMENT OF
LOCAL AFFAIRS, ENERGY AND MINERAL IMPACT
ASSISTANCE PROGRAM IN THE AMOUNT OF $200,000
FOR FUNDING FOR THE GOODNIGHT BARN
REHABILITATION PROJECT AND AUTHORIZING THE
PRESIDENT OF CITY COUNCIL TO EXECUTE SAME
WHEREAS, it is a goal of the Pueblo Comprehensive Development Plan to preserve
the archaeological, architectural, historical, and natural resources which contribute to the
character, individuality, and cultural heritage of Pueblo; and,
WHEREAS, the Goodnight Barn was purchased by the City of Pueblo in April 2004;
and,
WHEREAS, the Historical Structure Assessment and Preservation Plan was
completed in January 2014; and,
WHEREAS, The Goodnight Barn Stabilization Project was completed in October
2015; and,
WHEREAS, The City Council appropriated funds for the plans and specifications for
the Goodnight Barn Rehabilitation Project in December 2015; and,
WHEREAS, The City Council appropriated funds for the rehabilitation of the
Goodnight Barn Rehabilitation Project in September 2017; NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
A grant application requesting $200,000 from the Colorado Department of Local
Affairs, Energy and Mineral Impact Assistance Program to assist in the Goodnight Barn
Rehabilitation Project, a copy of which is attached, is hereby approved and strongly
supported.
SECTION 2.
The President of the City Council is hereby authorized to execute and deliver the
grant application in the name of and on behalf of the City of Pueblo, a Municipal
Corporation.
SECTION 3.
The officers and staff of the City are authorized and directed to perform any and all
acts consistent with the intent of this Resolution to implement the policies and procedures
described herein.
SECTION 4.
This Resolution shall become effective immediately upon passage and approval.

EXECUTE SAME
SUMMARY:
This Resolution approves the submittal of a grant application to the Colorado Department
Local Affairs (“DOLA”), Energy and Mineral Impact Assistance Program (“EIAF”) for
funding related to the Goodnight Barn Rehabilitation Project.
PREVIOUS COUNCIL ACTION:
City Council approved the submittal of an application to the State Historical Fund for the
Goodnight Barn Stabilization Project in April 2014. An Ordinance approving the Contract
with the State Historical Fund and budgeting and appropriating funds in the amount of
$42,350 for the Goodnight Stabilization Project was approved in September 2014. The
Goodnight Barn Stabilization Project construction contract was awarded by City Council
in August 2015 and was completed in October of the same year. City Council appropriated
funds in the amount of $5,000 for the plans and specifications for the Goodnight Barn
Rehabilitation in January 2016. In September of 2017, City Council appropriated and
budgeted funds in the amount of $466,900 from various grants and donations.
BACKGROUND:

The DOLA EIAF Tier I application requests funding in the amount of to assist
in the rehabilitation of the 1871 Goodnight Barn to the original horse barn. The proposed
work has been identified as critical and work items are required to fully rehabilitate and
stabilize the building. The proposed scope of work includes foundation rehabilitation,
structural rehabilitation, masonry rehabilitation including the reconstruction of the upper
section of the west wall and the stone lintel will be removed and reinstalled on the north
wall, roof rehabilitation including the installation of wooden shake singles, reconstruction
of the historic pigeon cotes and cupolas, exterior door rehabilitation to include
reconstruction of historic doors, and finally the demolition of the milk house addition which
was constructed sometime after the barn's period of significance. The cost of the work is
$665,000
estimated to be in the amount of . The Project if completely funded will begin in
2019 and be completed in one year.
The critical Goodnight Barn Stabilization Project was completed in October of 2015. The
project consisted of the construction of wood bracing to support the deteriorating stone
walls from further deterioration and possible collapse. In late 2015, the Stakeholders
decided to expedite the completion of the construction documents for rehabilitation. The
Pueblo City Council, Frontier Pathways Byway, and the Goodnight Barn Preservation
Committee consolidated funds in the amount of $37,540 to complete the CD’s. These
plans were needed to submit with the grant to DOLA EIAF Program.
In March 2018 bids were received for the whole rehabilitation project and were over
budget. A re-bid in May 2018 with a partial scope of work (masonry and Foundation) were
received and again fell short of the budget. The availability of contractors for the project
was a reason for the increase of bid costs. The Planning Department used the two bids
to provide a new estimate to complete the project in the amount of $665,000.
The completed barn will be used as a western heritage interpretive center for the
education of the school system, tourism and community events. The Barn has an
important role as a possible feature and access for the Arkansas River corridor in the
Lake Pueblo State Park Master Plan.
FINANCIAL IMPACT:
The cost of the Goodnight Barn Rehabilitation Project is estimated in the amount of
$665,000. The EIAF grant request is in the amount of $200,000. The balance of $465,000
considered the match has been budgeted.

BOARD/COMMISSION RECOMMENDATION:
At the March 10, 2016 meeting of the Pueblo Historic Commission it was recommended
that the Goodnight Barn Rehabilitation Project be supported by the Commission and be
recommended to City Council for approval.
STAKEHOLDER PROCESS:
A Stakeholders Committee has been established since 2014. The Stakeholders have
agreed to join the efforts of the Goodnight Barn Historic Preservation Committee for the
completion of the Project. This group has taken on the task of fund raising for the Project.
ALTERNATIVES:
If the grant is not secured for the Goodnight Barn Project, the City will not start the Project.
RECOMMENDATION:
Approval of the Resolution.
