A RESOLUTION APPROVING AN AGREEMENT FOR PUBLIC
ART SERVICES BETWEEN PUEBLO, A MUNICIPAL
CORPORATION, AND KENNETH T. WILLIAMS, WILLIAMS
STUDIOS, RELATING TO THE I-25 GATEWAY DILLON BRIDGE
ART PROJECT, PL1801 AND AUTHORIZING THE PRESIDENT
OF CITY COUNCIL TO EXECUTE SAME
WHEREAS, Kenneth T. Williams, Williams Studios, has been selected to provide public art
services for the I-25 Gateway Dillon Bridge Art Project; NOW, THERFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The Agreement for Public Art Services dated July 9, 2018, between the City of Pueblo, a
Municipal Corporation, and Kenneth T. Williams of which a copy is attached hereto and on file at
the office of the City Clerk, having been approved as to form by the City Attorney, is hereby
approved.
SECTION 2.
The President of the City Council is hereby authorized to execute and deliver said
Agreement on behalf of the City of Pueblo, a Municipal Corporation, and the City Clerk shall affix
the Seal of the City thereto and attest same.
SECTION 3.
Funds in the amount of $52,555 for said public art services shall be paid from Capital
Project PL1801.
SECTION 4.
The officers and staff of the City are authorized and directed to perform any and all acts
consistent with the intent of the Resolution and Agreement to implement the policies and
procedures described therein.
SECTION 5.
This Resolution shall become effective immediately upon final passage and approval.

CITY COUNCIL TO EXECUTE SAME
SUMMARY:
Kenneth T. Williams of Williams Studio was selected by a Call for Entry request RFP process
as the artist to design and construct two monumental art sculptures located on the new Dillon
Drive Bridge/Flyover. The Agreement is phased into a design phase and a construction phase.
Funds have been budgeted and appropriated for the design phase.
PREVIOUS COUNCIL ACTION:
On May 26, 2015, City Council approved Resolution No. 13237 supporting the concept for the
installation of monumental public art sculptures on the new Dillon Flyover Bridge as a gateway
feature to the City of Pueblo. At a City Council Work Session on December 11, 2017 the City
Planning Department presented the “Gateway to the Southwest” Dillon Art Project and announced
that Ken Williams Studios was the selected artist to construct and install the sculptures. On
January 22, 2018, the Pueblo City Council approved Ordinance No. 9229 establishing the I-25
Gateway Dillon Bridge Art Project and budgeting $130,000 for Project PL1801.
BACKGROUND:
A community group was established in 2014 to promote public art on the new Dillon Flyover
Project made up of Pueblo Urban Renewal Authority members, City staff, local artists, and
interested citizens. The group requested that funds equaling at least 1% of the Dillon Flyover
Project costs or $130,000 be set aside for art in public places. The funds would be used to
leverage grants and donations to fund a $600,000 public art project. In 2017, the City along with
a 9-member jury selected Ken Williams from a regional call for entries, to construct the dual art
piece titled, “Gateway to the Southwest”. The City Planning Department is currently involved in
raising funds for the $600,000 Project. The Agreement is phased into a design phase and a
construction phase. Funds have been budgeted for the design phase. Funds for the construction
phase are being raised through a capital campaign to be completed in 2019. The construction
phase will not be awarded until funds are available and budgeted. Total possible contract is in the
amount of $600,000.
FINANCIAL IMPLICATIONS:
Funds in the amount of $52,555.00 for design services shall be paid from Capital Project No.
PL1801.
BOARD/COMMISSION RECOMMENDATION:
None.
STAKEHOLDER PROCESS:
The I-25 Gateway Dillon Bridge Art Project stakeholders recommended that the construction of
the public art project proceed for an amount not to exceed $600,000.
ALTERNATIVES:
Denial of this Resolution will result in cancellation of the Project.
RECOMMENDATION:
Approve the Resolution.
