AND SETTING FORTH $8,208 FOR CONTINGENCIES, FOR PROJECT NO. 18-060 (WWAN04) REMOVAL & REPLACEMENT OF ROOFING AT THE JAMES R. DIIORIO WATER RECLAMATION FACILITY AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE THE SAME WHEREAS, competitive bids for the Project No. 18-060 (WWAN04) Removal & Replacement of Roofing at the James R. DiIorio Water Reclamation Facility have been received and examined; and WHEREAS, the proposal of Turner Roofing LLC. of Pueblo, Colorado was the lowest of those bids determined to be responsive; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. This contract is for removal & replacement of roofing at the James R. DiIorio Water Reclamation Facility in the City of Pueblo. Contract Agreement for James R. DiIorio Water Reclamation Facility Removal & Replacement of Roofing with Turner Roofing LLC., Project No. 18-060 (WWAN04) is hereby awarded to said bidder in the amount of $82,075. SECTION 2. Funds for Project 18-060 (WWAN04) shall be from the Sewer User Funds. SECTION 3. The Purchasing Agent is hereby authorized to execute said contract on behalf of Pueblo, A Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and attest the same. SECTION 4. In addition to the amount of the bid set forth, as aforementioned, an additional amount as stipulated in this section is hereby established for contingencies and additional work. Contingencies and Additional Work………$8,208 SECTION 5. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of this Resolution and the contract to effectuate the transactions described therein. SECTION 6. This Resolution shall become effective immediately upon passage and approval. DIIORIO WATER RECLAMATION FACILITY AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE THE SAME SUMMARY: Attached is a Resolution awarding a construction contract to Turner Roofing LLC. for project No. 18-060 (WWAN04) Removal & Replacement of Roofing at the James R. DiIorio Water Reclamation Facility. PREVIOUS COUNCIL ACTION : None BACKGROUND : The roof membrane on the DAF building at the James R. DiIorio Water Reclamation Facility has passed its normal design life and is leaking. The membrane has shrunk and is pulling away from the parapet and curbs. Replacement is required to protect sensitive electrical components and process equipment. Some of the ballast rock has fractured, creating sharp edges that could damage the new membrane necessitating the removal and replacement of all the ballasts. An existing swamp cooler which is beyond repair and has become a nesting site for pigeons is to be removed and the opening covered before placement of the new membrane. FINANCIAL IMPLICATIONS : The cost of the construction project was bid at $82,075 with contingencies of $8,208. Funds are available from the Sewer User Funds and have been budgeted and appropriated to Project No. 18-060 (WWAN04). BOARD/COMMISSION RECOMMENDATION : Not applicable STAKEHOLDER PROCESS : None ALTERNATIVES : Alternative No. 1 – No Action In the event of no action being taken, water could leak in causing damage to electrical components and critical process equipment. This could result in noncompliance of state requirements, may cause serious health and safety issues to the public, and result in fines being imposed on the City.
