HomeMy WebLinkAbout13992 RESOLUTION NO. 13992 A RESOLUTION APPROVING AN AGREEMENT IN AN AMOUNT NOT TO EXCEED $80,000 BETWEEN THE CITY OF PUEBLO AND JDS-HYDRO CONSULTANTS INC., PROJECT NO. 18-044 FOR PROFESSIONAL SERVICES ASSOCIATED WITH PROVIDING A RESIDENT PROJECT REPRESENTIVE TO PERFORM CONSTRUCTION INSPECTION SERVICES FOR THE WATER RECLAMATION FACILITY CONSTRUCTION WHEREAS, proposals for the Project No. 18-044 Resident Project Representative and Construction Inspection Services for Water Reclamation Facility Construction (“RFP”) have been received and examined; and WHEREAS, the proposal of JDS-HYDRO Consultants, Inc. 545 E. Pikes Peak Avenue, Suite 300, Colorado Springs, CO was determined to be the most advantageous in terms of criteria as designated in the RFP and has been determined by the Purchasing Agent and Evaluation Committee to be in the best interest of the City; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. This contract is for resident project representative and construction inspection services at the James R. DiIorio Water Reclamation Facility in the City of Pueblo. Contract Agreement for Resident Project Representative to perform Construction Inspection Services is hereby awarded to said bidder in the amount of $80,000. SECTION 2. Funds for Project 18-044 shall be from the Sewer User Funds. SECTION 3. The Purchasing Agent is hereby authorized to execute said contract on behalf of Pueblo, A Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and attest the same. SECTION 4. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of this Resolution and the contract to effectuate the transactions described therein. SECTION 5. This Resolution shall become effective immediately upon passage and approval. Nicoll andMembers of City Council CC: Sam Azad, City Manager VIA: Brenda Armijo, Acting City Clerk FROM: Nancy Keller, Wastewater Director SUBJECT: A RESOLUTION APPROVING AN AGREEMENT IN AN AMOUNT NOT TO EXCEED $80,000 BETWEEN THE CITY OF PUEBLO AND JDS- HYDRO CONSULTANTS INC., PROJECT NO. 18-044 FOR PROFESSIONAL SERVICES ASSOCIATED WITH PROVIDING A RESIDENT PROJECT REPRESENTIVE TO PERFORM CONSTRUCTION INSPECTION SERVICES FOR THE WATER RECLAMATION FACILITY CONSTRUCTION SUMMARY: This Resolution accepts an agreement between the City and JDS-HYDRO Consultants Inc. to provide professional services associated with providing a resident project representative to perform construction inspection services for the capital improvement projects scheduled to begin at the James R. DiIorio Water Reclamation Facility in the spring of 2018. PREVIOUS COUNCIL ACTION : None. BACKGROUND : This contract provides a Resident Project Representative to perform construction inspection services for the capital improvement projects that will replace some aged equipment and install new equipment to further optimize the nutrient removal process. This will increase reliability of the plant processes and increase the ability to meet ever tightening nutrient standards. Having a Resident Project Representative to perform construction inspections of this project is imperative to assure the quality and timely completion. The Resident Project Representative will also verify that the city receives accurate documentation on all modifications to the plant design plans. FINANCIAL IMPLICATIONS : The cost of the agreement is not to exceed a price of $80,000. Funds are available from the Sewer User Funds and have been budgeted and appropriated to Project No. 18-044 (52541200-53001). BOARD/COMMISSION RECOMMENDATION : Not applicable STAKEHOLDER PROCESS : None ALTERNATIVES : Alternative No. 1 – No Action In the event of no action being taken, delays in construction or poor-quality construction could increase the cost of the construction projects and could result in the failure of the facility to meet water quality regulations leading to possible fines.
