Nicoll and Members of City Council CC: Sam Azad, City Manager VIA: Brenda Armijo, Acting City Clerk FROM: Ian Turner, Director of Aviation SUBJECT: AN ORDINANCE ACCEPTING AN INCREASE IN GRANT FUNDS IN THE AMOUNT OF $577,746 FROM THE FEDERAL AVIATION ADMINISTRATION, TRANSFERRING MATCHING FUNDS IN THE AMOUNT OF $30,408 FROM THE 2018 AIRPORT BUDGET, AND INCREASING THE TOTAL AMOUNT IN THE REHAB RUNWAY 17/35 AND LIGHTING PROJECT NO. AP1701 TO $4,662,516 SUMMARY: Attached is an Ordinance accepting an increase in grant funding from the Federal Aviation Administration (“FAA”) for the rehabilitation of a portion of Runway 17/35 and installation of lighting project at the Airport, and transferring additional funds from the 2018 Airport Budget to project AP1701. PREVIOUS COUNCIL ACTION: City Council approved Resolution No. 13632 on March 13, 2017, authorizing the filing of an Application for Federal Assistance with the FAA to rehabilitate Runway 17/35 at the Pueblo Memorial Airport. City Council also approved Ordinance No. 9153 on July 24, 2017, accepting the FAA Grant for this project. BACKGROUND This project rehabilitates the northern 5,000 feet of the runway as well as installs new airfield lighting. Work on this project began on April 2, 2018. Construction plans to rehabilitate the pavement required milling 2.5 inches of old asphalt and replacing it with 2.5 inches of new asphalt. Unfortunately, the remaining asphalt surface does not provide an adequate surface for new asphalt. Further milling to remove the remaining insufficient asphalt is required, leading to additional work and increased cost. The FAA has agreed to amend the grant to cover the majority of the additional cost. FINANCIAL IMPLICATIONS: Funds in the amount of $608,154.00 are needed to complete the project. The FAA has agreed to amend the grant by an additional $577,746.00. The City’s matching funds in the amount of $30,408.00 will be transferred from the 2018 Airport Budget to the Rehab Runway 17/35 and Lighting Project No. AP1701. This amendment increases the total amount of the project to $4,662,516.00. BOARD/COMMISSION RECOMMENDATION: None STAKEHOLDER PROCESS: None. ALTERNATIVES: If City Council does not approve this Ordinance, the project will be stopped, funding returned to the FAA, and the runway closed due to safety concerns. RECOMMENDATION The Department of Aviation recommends approval of this Ordinance. AP1701 TO $4,662,516 WHEREAS, the City of Pueblo has received additional Federal Grant funds in the amount of $577,746.00 for the rehabilitation of a portion of Runway 17/35 and installation of lighting at the Pueblo Memorial Airport; and WHEREAS, the City is required to match the increased grant funds by contributing an additional $30,408.00; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. The City of Pueblo accepts Federal Aviation Administration grant funds in the amount of $577,746.00, and hereby transfers those funds into the Rehab Runway 17/35 and Lighting Project No. AP1701, thereby increasing the total federal grant funds to $4,429,389.00. SECTION 2. Funds in the amount of $30,408.00 are hereby transferred from the 2018 Airport Fund to the Rehab Runway 17/35 and Lighting Project No. AP1701, increasing the City’s matching project funds to $131,768.00. SECTION 3. Total funding in the Rehab Runway 17/35 and Lighting Project No. AP1701 is hereby increased to $4,662,516.00. SECTION 4. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of this Ordinance to effectuate the policies and procedures described therein. SECTION 5. This Ordinance shall become effective immediately upon final passage and approval.
