HomeMy WebLinkAbout09283 ORDINANCE NO: 9283 AN ORDINANCE TO APPROVE A CHANGE TO THE AGREEMENT WITH SOLACOM TECHNOLOGIES, INC. AND TO BUDGET AND APPROPRIATE FUNDS IN THE AMOUNT OF $9,736.20 FOR THE PROCUREMENT OF A VIRTUAL PRIVATE NETWORK WHEREAS, the City of Pueblo’s 9-1-1 Communications’ Center is the sole Public Safety Answering Point (PSAP) for all 9-1-1 calls placed within the City of Pueblo; and WHEREAS, the City of Pueblo’s 9-1-1 Communications’ Center requires a Virtual Private Network (VPN) connection to send and receive 9-1-1 text messages through the new Solacom Technologies, Inc. E911 telephone system; WHEREAS, the City of Pueblo’s 9-1-1 Communications’ Center needs funding to procure, maintain, and support a VPN for Text to 9-1-1 messages; WHEREAS, there are currently funds available in the E911 Telephone Charge Fund reserves for said project; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1: Project Number E91801 was establish through passage of Ordinance 9223 on January 22, 2018 in the amount of $434,000.00 for the replacement of the City’s E911 Telephone System. The Project needs additional funds to procure the VPN connection that will enable Text to 9-1-1 capabilities. SECTION 2. Funds in the amount of $9,736.20 are hereby appropriated from the E911 Telephone Charge Fund reserves to Project Number E91801 for the procurement of a VPN connection to the Solacom Technologies, Inc. E911 telephone system. SECTION 3. The officers and staff of the City are authorized and directed to take all action necessary, appropriate or required to effectuate the provisions of this Ordinance. SECTION 4. This Ordinance shall become effective thirty (30) days’ after final passage and approval. AND TO BUDGET AND APPROPRIATE FUNDS IN THE AMOUNT OF $9,736.20 FOR THE PROCUREMENT OF A VIRTUAL PRIVATE NETWORK SUMMARY: The City of Pueblo’s 911 Communications’ Center serves as the sole Public Safety Answering Point (PSAP) for the City of Pueblo and its citizens. Communication between 911 professionals and citizens in need is accomplished through an Enhanced 911 (E911) telephone system. The replacement E911 system from Solacom Technologies, Inc. is a technologically advanced, highly reliable, easily managed system that will meet the City’s immediate requirements while also addressing evolving i3 standards outlined by the National Emergency Number Association (NENA), including Text to 911 (T2911) capabilities. Procurement of a Virtual Private Network (VPN) connection is needed to send and receive 9-1-1 text messages through the new Solacom Technologies, Inc. E911 telephone system. PREVIOUS COUNCIL ACTION: Previous purchases from the E911 Telephone Charge Fund reserves have been approved. BACKGROUND: This purchase, if approved, will allow for procurement of a Virtual Private Network (VPN) connection between the text control center and the new Solacom Technologies, Inc. E911 telephone system. Future functionality to text to and from the Solacom E911 call handling solution is dependent upon this Virtual Private Network (VPN) connection. FINANCIAL IMPLICATIONS: In total, the E911 system from Solacom Technologies, Inc. will cost $32,481.00. This cost is comprised of $9,736.20 for the first installment, $11,372.40 due one year after acceptance of the system for maintenance and support, and $11,372.40 due two years after acceptance of the system for maintenance and support. At this time, only $9,736.20 shall be appropriated from the E911 Emergency Telephone Charge Fund Reserves, with potential future appropriations being made for the maintenance and support costs. Future amounts are not being earmarked or otherwise appropriated at this time. Any future appropriations will be made only upon City Council’s approval. BOARD/COMMISSION RECOMMENDATION: None. STAKEHOLDER PROCESS: There is no stakeholder process required for these purchases. ALTERNATIVES: Decline the purchase of a Virtual Private Network (VPN) connection, eliminating the Communications’ Center’s ability to send or receive text messages through the Solacom E911 call handling solution and making prior purchases of the system ineffective.
