Nicoll and Members of City Council CC: Sam Azad, City Manager VIA: Brenda Armijo, Acting City Clerk FROM: Marisa Pacheco – Human Resources Director Jeff Bailey – Acting Public Works Director SUBJECT: AN ORDINANCE RELATING TO AND AMENDING THE FISCAL YEAR 2018 STAFFING ORDINANCE BY ADDING A POSITION WITHIN THE PUBLIC WORKS DEPARTMENT SUMMARY: The Public Works Department requests to adjust its staffing by adding an additional position with the new title of Civil Engineer/Public Works. PREVIOUS COUNCIL ACTION: On December 26, 2018, City Council Approved Ordinance No. 9213. This Ordinance provided authorized staffing for Fiscal Year 2018. BACKGROUND: The Public Works Department requests to increase its staffing by adding a Civil Engineer/ Public Works classification and related position. The Public Works Department has demonstrated an urgent need for a position that can perform experienced journey-level engineering work. The City of Pueblo would benefit from having a Civil Engineer/Public Works at this level to fill a critical staffing and skill gap that exists between entry level and higher-level management positions. There are similar positions at this level in both the Stormwater and Wastewater departments, but one does not currently exist in the Public Works Engineering Division. The primary function of the Civil Engineer / Public Works will be to provide project management and specialized professional engineering work on various Public Works capital improvement and critical infrastructure projects. Professional engineering plan review will also be a critical function of this new position and will facilitate a more efficient and effective operation. Even though this action adds an FTE to staffing, it is important to recall that a management position was removed from the 2018 budget in the Public Works Department. That resulted in a salary savings of approximately $134,000. FINANCIAL IMPLICATIONS: Funding for the position of Civil Engineer / Public Works will come from the general fund. While approval of this Ordinance will result in an additional position to the authorized staffing, it is anticipated that 100% of the cost will be paid for by salary savings that have already occurred as a result of vacant Engineering Division positions throughout the year as well as the abolishment of a position in the 2018 budget. The anticipated cost for salary and benefits for this new position is approximately $88,000 annually. BOARD/COMMISSION RECOMMENDATION: None. STAKEHOLDER PROCESS: A meeting was held with the Pueblo Association of Government Employees as required, to discuss the new position on April 11, 2018. It was recommended that this position is a management position outside of the bargaining unit. Union leadership agreed with the recommendation. ALTERNATIVES: The no action alternative for the new Civil Engineer/Public Works would be to continue assignment of duties to other staff members with the qualifications to perform the work. Such an alternative would be operationally undesirable as there are only two other management level positions in the Engineering Division with heavy workloads, compromising efficiency. RECOMMENDATION: Approval of the Ordinance. ORDINANCE NO. 9274 AN ORDINANCE RELATING TO AND AMENDING THE FISCAL YEAR 2018 STAFFING ORDINANCE BY ADDING A POSITION WITHIN THE PUBLIC WORKS DEPARTMENT WHEREAS, it is necessary to revise the positions for the ultimate efficiency and functionality for the Public Works Department; NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: (brackets indicate matter being deleted, underscore indicates matter being added) SECTION 1. The following section captioned “PUBLIC WORKS - ENGINEERING” of Ordinance No. 9213, being the 2018 Staffing Ordinance, is amended as follows: Public Works - Engineering Director of Public Works 1 Engineering Manager 1 Pavement Management Technician 1 Civil Engineer/Construction 1 Civil Engineer/Public Works 1 Associate Engineer II 2 Associate Field Engineer 2 Survey Party Chief-LS 1 Survey Party Chief 1 Construction Inspector 2 Surveyor 2 Administrative Technician 1 Senior Clerk Typist 1 Total 17 SECTION 2. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of this Ordinance to effectuate the transactions described therein. SECTION 3. This Ordinance shall become effective immediately upon final passage and approval.
