AN ORDINANCE AMENDING SECTION 6-5-16 OF CHAPTER 5,
OF TITLE VI OF THE PUEBLO MUNICIPAL CODE RELATING TO
THE FY 2018 CLASSIFICATION AND PAY PLAN BY
ESTABLISHING THE PAY SCALE FOR THE CIVIL ENGINEER /
PUBLIC WORKS
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: (brackets indicate matter
being deleted, underscore indicates matter being added)
SECTION 1.
The following line items with Section 6-5-16 of Chapter 5, of Title VI of the Pueblo
Municipal Code as amended, being the Classification and Pay Plan (2018), are amended to read
as follows:
6-5-16. Schedule, classification, work week and monthly salary.
The following shall constitute:
A. The classification and pay range for all bargaining unit employees of the City
effective January 1, 2018;
B. The classification and pay range for all non-bargaining unit employees of the
City effective January 1, 2018;
C. The pay range for all unclassified employees of the City effective January 1,
2018.

SECTION 2.
The officers and staff of the City are directed and authorized to perform any and all acts
consistent with the intent of this Ordinance to effectuate and transactions described therein.
SECTION 3.
This Ordinance shall become effective immediately upon final passage and approval.

CLASSIFICATION AND PAY PLAN BY ESTABLISHING THE PAY SCALE FOR
THE CIVIL ENGINEER/PUBLIC WORKS
SUMMARY:
Attached for consideration is an amended Pay Plan Ordinance that reflects the addition of the pay
rate and salary schedule for the Civil Works / Public Works position.
PREVIOUS COUNCIL ACTION:
In December 2017, City Council approved the annual Salary Ordinance for the 2018 fiscal year.
BACKGROUND:
The Public Works Department requests to increase its staffing by adding a Civil Engineer/Public
Works classification. The Public Works Department needs an experienced journey level engineer
to assist with various projects related to critical infrastructure improvement projects.
Section 8-8 of the City Charter requires the Human Resources Director to provide a Uniform
Schedule of Pay for the Classified Service, which shall be approved by the City Manager and
submitted to City Council.
FINANCIAL IMPLICATIONS:
Funding for the position of Civil Engineer / Public Works will come from the general fund. While
approval of this Ordinance will result in an additional position to the authorized staffing, it is
anticipated that 100% of the cost will be paid for by salary savings that have already occurred as
a result of salary savings. The anticipated cost of salary and benefits for this new position on an
annual basis is $88,000.

ALTERNATIVES:
There are no alternatives to this Ordinance. If the proposed Salary Ordinance does not receive
approval by City Council, there will not be a pay rate or scale available to the department and the
Public Works Department will be unable to hire for this position.
RECOMMENDATION:
Approval of the Ordinance.
