Nicoll and Members of City Council CC: Sam Azad, City Manager VIA: Brenda Armijo, Acting City Clerk FROM: Marisa Pacheco – Human Resources Director Jeff Bailey – Acting Public Works Director SUBJECT: AN ORDINANCE AMENDING SECTION 6-5-16 OF CHAPTER 5, OF TITLE VI OF THE PUEBLO MUNICIPAL CODE RELATING TO THE FY 2018 CLASSIFICATION AND PAY PLAN BY ESTABLISHING THE PAY SCALE FOR THE SENIOR FACILITIES MAINTENANCE TECHNICIAN SUMMARY: Attached for consideration is an amended Pay Plan Ordinance that reflects the addition of the pay rate and salary schedule for the Senior Facilities Maintenance Technician classification. PREVIOUS COUNCIL ACTION: On December 26, 2017, City Council approved the annual Salary Ordinance for the 2018 fiscal year. BACKGROUND: The Public Works Department requests to adjust its staffing by reclassifying the Building Maintenance Utility Worker III position to a newly created classification, Senior Facilities Maintenance Technician. The Human Resources Department performed a reclassification review of the Building Maintenance Utility Worker III position. The reclassification review found that the incumbent has been performing job duties that are higher level than those described in the corresponding job description and that a need for this level of work is operationally necessary. Included in the new classification requirements is the necessary backflow certification through the State of Colorado in order to keep the City’s approximately 140 facilities in compliance with state regulations. Based on these factors, it was recommended that the scope and level of responsibility are more adequately represented by a new job classification and pay scale. As submitted, approval of this Ordinance establishes the pay scale as recommended by the Human Resources Department. Section 8-8 of the City Charter requires the Human Resources Director to provide a Uniform Schedule of Pay for the Classified Service, which shall be approved by the City Manager and submitted to City Council. FINANCIAL IMPLICATIONS: Funding for the reclassified position of Facilities Maintenance Technician Senior will come from the General Fund. The difference in salary for the remainder of 2018 is approximately $1,143. BOARD/COMMISSION RECOMMENDATION: None. STAKEHOLDER PROCESS: None. ALTERNATIVES: There are no alternatives to this Ordinance. If the proposed Salary Ordinance does not receive approval by City Council, there will not be a pay rate or scale available to the department and the Public Works Department will be unable to fill this position through reclassification or any other process. RECOMMENDATION: Approval of the Ordinance. ORDINANCE NO. 9273 AN ORDINANCE AMENDING SECTION 6-5-16 OF CHAPTER 5, OF TITLE VI OF THE PUEBLO MUNICIPAL CODE RELATING TO THE FY 2018 CLASSIFICATION AND PAY PLAN BY ESTABLISHING THE PAY SCALE FOR THE SENIOR FACILITIES MAINTENANCE TECHNICIAN BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: (brackets indicate matter being deleted, underscore indicates matter being added) SECTION 1. The following line items with Section 6-5-16 of Chapter 5, of Title VI of the Pueblo Municipal Code as amended, being the Classification and Pay Plan (2018), are amended to read as follows: 6-5-16. Schedule, classification, work week and monthly salary. The following shall constitute: The pay range for the classification of Senior Facilities Maintenance Technician upon passage of this ordinance and effective for the remainder of 2018.
