HomeMy WebLinkAbout09270 ORDINANCE NO. 9270 AN ORDINANCE AMENDING THE FISCAL YEAR 2018 STAFFING ORDINANCE BY ABOLISHING AN EXISTING CLASSIFICATION AND ESTABLISHING A NEW CLASSIFICATION WITHIN THE HOUSING AND CITIZEN SERVICES DEPARTMENT WHEREAS, it is necessary to revise the positions for the ultimate efficiency and functionality for the Housing and Citizen Services Department; NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: (brackets indicate matter being deleted, underscore indicates matter being added) SECTION 1. The following section captioned “HOUSING AND CITIZEN SERVICES” of Ordinance No. 9213, being the 2018 Staffing Ordinance, is amended as follows: Housing and Citizen Services Director of Housing and Citizen Services 1 1 Housing/Community Development Coordinator II \[\] Loan Coordinator II 1 Community Development Specialist1 Senior Clerk Typist1 Total4 SECTION 2. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of this Ordinance to effectuate the transactions described therein. SECTION 3. This Ordinance shall become effective immediately upon final passage and approval. Nicoll and Members of City Council CC: Sam Azad, City Manager VIA: Brenda Armijo, Acting City Clerk FROM: Marisa Pacheco – Human Resources Director Bryan Gallagher – Acting Housing and Citizen Services Director SUBJECT: AN ORDINANCE AMENDING THE FISCAL YEAR 2018 STAFFING ORDINANCE BY ABOLISHING AN EXISTING CLASSIFICATION AND ESTABLISHING A NEW CLASSIFICATION WITHIN THE HOUSING AND CITIZEN SERVICES DEPARTMENT SUMMARY: The Housing and Citizen Services Department requests to adjust its staffing by abolishing an existing classification and adding a new classification. PREVIOUS COUNCIL ACTION: On December 26, 2017, Ordinance No. 9213 was approved by City Council. This Ordinance provided authorized staffing for Fiscal Year 2018. BACKGROUND: The Housing and Citizen Services Department requests to adjust its staffing by abolishing the Loan Coordinator II position and replacing it with a newly created classification, Community Development Specialist. The Loan Coordinator II position was vacated in January when the incumbent resigned. After the resignation, the Department determined they needed a staff member to assist with the project management and grant compliance requirements associated with the CDBG (Community Development Block Grant) and the HOME (HOME Investment Partnership) grants. Therefore, it was imperative to create a new job classification, Community Development Specialist. The exchange of job classifications will not increase staffing and will be cost neutral. FINANCIAL IMPLICATIONS: Funding for the Loan Coordinator II position was included in the 2018 budget. The proposed salary for the newly created position, Community Development Specialist, will be the same as the Loan Coordinator II and therefore be cost neutral. BOARD/COMMISSION RECOMMENDATION: The President of the Pueblo Association of Government Employees (PAGE) has signed the meet and confer agreement on April 11, 2018. The union is supportive of this new classification. STAKEHOLDER PROCESS: City Administration and members of the executive board of the Pueblo Association of Government Employees (PAGE) met on April 11, 2018 to discuss the proposal which was met with support from the union. ALTERNATIVES: The no action alternative would be to retain the current classification assignment, necessitating reassignment of to the project management and loan compliance duties to the Acting Director of the Department. Such an alternative would be operationally difficult as the Acting Director is already stepping up into a higher-level classification and is performing multiple additional duties. RECOMMENDATION: Approval of the Ordinance.
