SUMMARY:
Attached is a Resolution awarding a construction contract to Main Electric Ltd. for
project No. 17-079A (WW1203) James R. DiIorio Water Reclamation Facility Phase III
Switchgear Replacement Project to proceed with phase III of the electrical rehab for the
James R. DiIorio Water Reclamation Facility.
PREVIOUS COUNCIL ACTION
:
Resolution No.13180, passed on February 23, 2015 for James R. DiIorio Water
Reclamation Facility Phase II Electrical Rehab.
BACKGROUND
:
The electrical equipment at the James R. DiIorio Water Reclamation Facility has passed
its normal design life and requires constant maintenance. The Water Reclamation
Facility depends on electricity to operate the various wastewater treatment processes.
Electrical supply components at the facility have at times failed to operate. This is
unacceptable and could lead to the inability to treat wastewater and to noncompliance
of state requirements. It is the intent of this on-going project to rehabilitate key electrical
supply equipment in stages to avoid any service disruptions or permit violations. This
third phase of the electrical rehab in general will consist of a complete renovation of the
existing Switchgear 78A/78B and 78C/78D utilizing new cables and existing conduit to
reconnect the existing loads to the new switchgear. The two existing Switchgear will be
consolidated into a single new Switchgear. The project also consists of replacing
transformers feeding Low Voltage Switchgear near the RAS Pump Station, and
replacing the Medium Voltage Switchgear located near the Primary Clarifiers. A new
36” Mixed Liquor pipe between the Activated Sludge Basins and the RAS Pump Station
will be installed, along with associated site work. This project is vital to the smooth
operation of treatment processes at the James R. DiIorio Water Reclamation Facility.
FINANCIAL IMPLICATIONS
:
The cost of the construction project was bid at $2,006,131 with contingencies of
$200,613. Funds are available from the Sewer User Funds and have been budgeted
and appropriated to Project No. 17-079A (WW1203).
BOARD/COMMISSION RECOMMENDATION
:
Not applicable
STAKEHOLDER PROCESS
:
None
ALTERNATIVES
:
Alternative No. 1 – No Action
In the event of no action being taken, electrical components could potentially fail and
lead to the inability to treat wastewater causing the City to be in noncompliance of state
requirements and cause serious health and safety issues to the public.
RECOMMENDATION
:
Approval of the Resolution.
