Nicoll and Members of City Council CC: Sam Azad, City Manager VIA: Brenda Armijo, Acting City Clerk FROM: Steven Meier, Director of Planning and Community Development SUBJECT: AN ORDINANCE ESTABLISHING THE I-25 GATEWAY DILLON BRIDGE ART PROJECT NO. PL1801 AND BUDGETING, APPROPRIATING AND TRANSFERRING FUNDS IN THE AMOUNT OF $10,478.37 FROM THE BRIDGE REPAIR, PROJECT NO. HU1703 AND FUNDS IN THE AMOUNT OF $119,521.63 FROM THE DILLON FLYOVER PROJECT, PROJECT NO. DT0802 TOTALING $130,000.00 FOR SAID PROJECT SUMMARY: This Ordinance will establish the I-25 Gateway Dillon Bridge Art Project, budget and appropriate funds for the Project, and transfer funds totaling $130,000 into the Project. PREVIOUS COUNCIL ACTION: On May 26, 2015, City Council approved Resolution No. 13237 supporting the concept for the installation of monumental public art sculptures on the new Dillon Flyover Bridge as a gateway feature to the City of Pueblo. At a City Council Work Session on December 11, 2017 the City Planning Department presented the Gateway to the Southwest Dillon Art Project and announced that Ken Williams Studios was the selected artist to construct and install the sculptures. BACKGROUND: A community group was established in 2014 to promote public art on the new Dillon Flyover Project. The group was made up of Pueblo Urban Renewal Authority members, City staff, local artists, and interested citizens. The City worked with the group to verify the location of the proposed public art in the two-roundabout islands on the bridge. The group requested that funds equaling at least 1% of the Dillon Flyover Project costs or $130,000 be set aside for public art on the new Dillon Bridge. The funds would be used to leverage grants and donations to fund a $600,000 public art project. In 2017, the City along with a 9-member jury selected Ken Williams from a regional call for entries, to construct the dual art piece on the new bridge titled Gateway to the Southwest. The City Planning Department is currently involved in raising funds for the $600,000 Project. FINANCIAL IMPLICATIONS: Funds remaining from the Dillon Flyover Design Project in the amount of $119,521.63 and funds from the City Bridge Repair Project No. HU1703 in the amount of $10,478.37 shall be transferred into the new I-25 Gateway Dillon Bridge Art Project, No. PL1801. BOARD/COMMISSION RECOMMENDATION: None. STAKEHOLDER PROCESS: The Dillon Flyover Project stakeholder’s recommended that 1% of the Project costs of $13 million approximately $130,000 be set aside for the public art project on the bridge. ALTERNATIVES: The Project will not go forward if it is not funded. RECOMMENDATION: Approve the Ordinance. ORDINANCE NO. 9229 AN ORDINANCE ESTABLISHING THE I-25 GATEWAY DILLON BRIDGE ART PROJECT NO. PL1801 AND BUDGETING, APPROPRIATING AND TRANSFERRING FUNDS IN THE AMOUNT OF $10,478.37 FROM THE BRIDGE REPAIR, PROJECT NO. HU1703 AND FUNDS IN THE AMOUNT OF $119,521.63 FROM THE DILLON FLYOVER PROJECT, PROJECT NO. DT0802 TOTALING $130,000.00 FOR SAID PROJECT BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. Project No. PL1801 is hereby established, I-25 Gateway Dillon Bridge Art Project. SECTION 2: Funds in the amount of $119,521.63 are hereby authorized to be transferred from the Dillon Flyover Project, DT0802 to Project No. PL1801. SECTION 3. Funds in the amount of $10,478.37 are hereby authorized to be transferred from the Bridge Repair Project No. HU1703 to Project PL1801. SECTION 4. Funds in the amount of $130,000.00 are hereby authorized to be budgeted and appropriated for the I-25 Gateway Dillon Bridge Art Project, Project No. PL1801. SECTION 5. The officers and staff of the City are authorized and directed to perform any and all acts consistent with the intent of the Ordinance to implement the policies and procedures described herein. SECTION 6. This Ordinance shall become effective immediately upon final passage and approval.
