A RESOLUTION ACCEPTING ADDITIONAL GRANT FUNDS
FROM THE STATEWIDE – BEAT AUTO THEFT THROUGH LAW
ENFORCEMENT TEAM (BATTLE) FOR SUPPLIES AND
OPERATING EQUIPMENT AND TRANSFERRING FUNDS NOT
TO EXCEED $1,210 FROM THE PROJECTS TO BE
DETERMINED – PUBLIC SAFETY GRANT FUND TO PROJECT
NO. PS1706
WHEREAS, the City of Pueblo approved a Memorandum of Understanding for the
purpose of participating in the Beat Auto Theft Through Law Enforcement Team (BATTLE) and
approved and accepted initial grant funding of $7,500.00 on October 10, 2017; and
WHEREAS, BATTLE utilizes funds provided by the (CATPA) Colorado Auto Theft
Prevention Authority grant, which have been awarded pursuant to CATPA 18-JAJU18, to the
Colorado Department of Public Safety (Colorado State Patrol – BATTLE); and
WHEREAS, the City of Pueblo Police Department receives a share of the CATPA grant
funds and funds in the amount of $1,210 are available for supplies and operating equipment;
NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The additional grant award is accepted and funds in the amount of $1,210.00 shall be
transferred from the Projects to be Determined – Public Safety Grant Fund to Project No. PS1706.
SECTION 2.
The officers of the City are directed and authorized to perform any and all acts consistent
with the intent of this Resolution to effectuate the policies and procedures described herein.
SECTION 3.
This Resolution shall become effective immediately upon final passage.

SUMMARY:
City Council approved an Ordinance for a Memorandum of Understanding for participating in the
Beat Auto Theft Through Law Enforcement Team (BATTLE) and approved and accepted initial
grant funding of $7,500.00 on October 10, 2017.
This Resolution is for accepting additional grant funds in the amount of $1,210.00 for supplies
and operating equipment in addition to the $7,500.00.
PREVIOUS COUNCIL ACTION:
City Council approved an Ordinance for a Memorandum of Understanding for participating in the
Beat Auto Theft Through Law Enforcement Team (BATTLE) and accepted initial grant funding of
$7,500.00 on October 10, 2017.
BACKGROUND:
City Council passed Ordinance #9187 on October 10, 2017 approving a Memorandum of
Understanding for participating in the Beat Auto Theft Through Law Enforcement Team
(BATTLE). The ordinance approved the creation of Project No.PS1706 for the purpose of
accepting grant funds from the (CATPA) Colorado Auto Theft Prevention Authority, which have
been awarded pursuant to CATPA18-JAJU18, to the Colorado Department of Public Safety -
Colorado State Patrol (CSP) BATTLE, and for the statewide (BATTLE) for the purpose of
participating in the multi-jurisdictional approach to combat auto theft.

This letter is to notify you that as of July 1, 2017, $7,500 in CATPA funding has been allocated to your agency for overtime
used in support of the BATTLE initiative.
Additionally, you have been allocated $1,210 in supplies and operating(video camera and binoculars).

The multi-jurisdictional task force will focus on the prevention and reduction of motor vehicle thefts
as well as the identification, investigation, location and apprehension of motor vehicle theft
suspects. The anticipated result is an increase in the number of stolen vehicles recovered. The
agencies will accomplish this through educational and intelligence-led enforcement efforts
throughout participating jurisdictions with task force members sharing information amongst each
other and any other requesting agency.
The Colorado Department of Public Safety – Colorado State Patrol (BATTLE) will act as the task
force’s Project Manager. Operational coordination and oversight of the task force will be the
responsibility of the Project Manager. Supervision of the personnel assigned to the task force,
and their conduct, will be the responsibility of the supervisors of each participating agency.
The task force will utilize funds provided by the Colorado Auto Theft Prevention Authority (CATPA)
grant to help complete the mission. Funds shall be used only in accordance with the provisions
of CATPA’s FY18 grant award, pursuant to the project number CATPA18-JAJU18, to the
Colorado State Patrol (BATTLE) Team.
FINANCIAL IMPLICATIONS:
The Pueblo Police Department shall receive an additional $1,210.00 allocated by the grant award.
No match is required by the City of Pueblo. Amend Project No. PS1706 to include an additional
amount of $1,210.00 transferred from the Projects to be Determined – Public Safety Grant Fund
to Project No. PS1706.
