INTRODUCED January 8, 2018 BY: Ed Brown MEMBER OF CITY COUNCIL APPROVED: PRESIDENT OF CITY COUNCIL ATTESTED BY: ACTING CITY CLERK PASSED AND APPROVED: January 22, 2018 City Clerk’s Office Item # R-2 BACKGROUND PAPER FOR PROPOSED ORDINANCE COUNCIL MEETING DATE: JANUARY 8, 2018 TO: Members of City Council CC: Sam Azad, City Manager VIA: Brenda Armijo, Acting City Clerk FROM: Chief Troy D. Davenport – Police Department Lori Pinz – Director of Information Technology SUBJECT: AN ORDINANCE APPROPRIATING FUNDS IN THE AMOUNT OF $8,352.00 FOR THE PURCHASE OF ENTERPRISE SITE LICENSING FOR THE ONESOLUTION COMPUTER AIDED DISPATCH (CAD) SYSTEM AND MESSAGE SWITCH USED BY POLICE DEPARTMENT PERSONNEL SUMMARY: The City of Pueblo 911 Communications’ Center serves as the sole Public Safety Answering Point (PSAP) for the City of Pueblo and its citizens. The purchase of enterprise site licensing for ONESolution Computer Aided Dispatch (CAD) and Message Switch will improve access to systems for the Pueblo Police Department in a more cost-effective manner. PREVIOUS COUNCIL ACTION: Previous purchases from the E911 Telephone Charge Fund reserves have been approved. BACKGROUND: The City of Pueblo 911 Communications’ Center uses Superion’s ONESolution Computer Aided Dispatch (CAD) system to handle the dispatch process for public safety personnel who are responsible for responding to citizens’ calls. Currently, the City is required to purchase software licenses for each user of the system. The number of licenses the City currently needs to purchase exceeds the cost of switching the City of Pueblo from a user-license to a site-license. A site-license will allow the City to add licenses as it needs, without additional purchases. Purchase of enterprise site-licensing and Message Switch will be more cost effective for the City, while allowing more law enforcement personnel to have access to CAD and the data maintained in CAD. FINANCIAL IMPLICATIONS: The sum of $8,352.00 shall be appropriated from the E911 Emergency Telephone Charge Fund Reserves. BOARD/COMMISSION RECOMMENDATION: None. STAKEHOLDER PROCESS: There is no stakeholder process required for these purchases. ALTERNATIVES: Decline the purchase of enterprise site-licensing for the CAD System and Message Switch leading to the purchase of individual licenses at a higher cost. RECOMMENDATION: Approval of the Ordinance. Attachments: Quote Superion Enterprise Site-Licensing
