Nicoll and Members of City Council CC: Sam Azad, City Manager VIA: Brenda Armijo, Acting City Clerk FROM: Shawn Shelton, Fire Chief – Fire Department SUBJECT: A RESOLUTION AUTHORIZING THE SUBMISSION OF AN APPLICATION FOR AN ASSISTANCE TO FIREFIGHTERS GRANT (AFG) THROUGH THE FEDERAL EMERGENCY MANAGEMENT AGENCY (FEMA), BY THE CITY OF PUEBLO A MUNICIPAL CORPORATION, FOR GRANT FUNDS IN THE AMOUNT OF $675,000 TO REPLACE ALL DEPARTMENT SELF CONTAINED BREATHING APPARATUS (SCBAs) SUMMARY: This resolution authorizes the filing of an application for federal assistance from FEMA to purchase and obtain new self contained breathing apparatus equipment for the Fire Department. PREVIOUS COUNCIL ACTION: None. BACKGROUND: This application is for the request of grant funding in the amount of $675,000 to replace all 79 mission critical self contained breathing apparatus (SCBAs) equipment worn by firefighters. The current SCBAs are all over 12 years old and rapidly reaching their useful lifespan. This will require a full replacement of all SCBAs within the next year or two. FINANCIAL IMPLICATIONS: The total request will be for $675,000 and will require a 10% City match totaling $67,500 which will be obtained from a combination of funds from the public safety grant fund and the operational budget. Other costs of this grant include the Finance Department staff time to review expenditures and to prepare and submit grant-required reporting. BOARD/COMMISSION RECOMMENDATION: Not applicable. RECOMMENDATION: Approval of the Resolution RESOLUTION NO. 13877 A RESOLUTION AUTHORIZING THE SUBMISSION OF AN APPLICATION FOR AN ASSISTANCE TO FIREFIGHTERS GRANT (AFG) THROUGH THE FEDERAL EMERGENCY MANAGEMENT AGENCY (FEMA), BY THE CITY OF PUEBLO A MUNICIPAL CORPORATION, FOR GRANT FUNDS IN THE AMOUNT OF $675,000 TO REPLACE ALL DEPARTMENT SELF CONTAINED BREATHING APPARATUS (SCBAs) BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. The grant application in the amount of $675,000 from the Federal Emergency Management Agency for self-contained breathing apparatus, a copy of which is attached hereto, is hereby approved. SECTION 2. The President of City Council is authorized to execute and deliver the grant application for and on behalf of the City of Pueblo and the City Clerk is directed to affix the seal of the City thereto and attest same. SECTION 3. Matching funds in the amount of $67,500 required by City under any subsequently approved grant agreement are available from a combination of the public safety grant fund and the operational budget. SECTION 4. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of this Resolution to effectuate the policies and procedures described herein.
