HomeMy WebLinkAbout09219ORDINANCE NO. 9219 AN ORDINANCE APPROVING A MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF PUEBLO, A MUNICIPAL CORPORATION, AND THE STATE OF COLORADO, GOVERNOR’S OFFICE OF INFORMATION TECHNOLOGY, FOR CO-LOCATION OF STATE OWNED EQUIPMENT ON THE WALKINGSTICK RADIO TOWER BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. The Memorandum of Understanding between the City of Pueblo, a Municipal Corporation, and the State of Colorado, Governor’s Office of Information Technology, for the co-location of State owned equipment on the Walkingstick Radio Tower, attached hereto and having been approved as to form by the City Attorney, is hereby approved. SECTION 2. The President of the City Council is hereby authorized and directed to execute said Memorandum of Understanding for and on behalf of the City, and the City Clerk is directed to affix the seal of the City thereto and attest same. SECTION 3. The officers and staff of the City are directed and authorized to perform all acts consistent with the intent of this Ordinance and the attached Memorandum of Understanding to effectuate the transactions described therein. SECTION 4. This Ordinance shall become effective immediately upon final passage and approval. Nawrocki and Members of City Council CC: Sam Azad, City Manager VIA: Brenda Armijo, Acting City Clerk FROM: Lori Pinz, Director of Information Technology SUBJECT: AN ORDINANCE APPROVING A MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF PUEBLO, A MUNICIPAL CORPORATION, AND THE STATE OF COLORADO, GOVERNOR’S OFFICE OF INFORMATION TECHNOLOGY, FOR CO-LOCATION OF STATE OWNED EQUIPMENT ON THE WALKINGSTICK RADIO TOWER. SUMMARY: Attached is the Memorandum of Understanding between the Governor’s Office of Information Technology (OIT) and the City of Pueblo for the co-location of State owned equipment on the Walkingstick Radio Tower. PREVIOUS COUNCIL ACTION: None. BACKGROUND: The City of Pueblo is connected and integrated with the State of Colorado’s Digital Trunked Radio (DTR) System. This system handles public safety radio communications for Pueblo Police and Fire Departments as well as other City departments relying on radio communications. With the City’s association in the DTR system, the City shares resources, system capabilities, and is interoperable with other state, local, regional, Tribal and Federal agencies. This sharing of communication resources substantially reduces costs for all participating agencies. The City and the State are entering in to this Memorandum of Understanding (MOU) to set a framework for allowing the State to co-locate State owned communications equipment at a tower site owned and operated by the City, known as the “Walking Stick” tower-site. This equipment will provide a connection to the DTR system and the new State facilities for the Colorado State Patrol. This connection is Phase I of a larger microwave project that the City of Pueblo, Pueblo County, and the State of Colorado through the United States Department of Homeland Security (DHS) and the Federal Emergency Management Agency (FEMA) 2012 CSEPP (Chemical Stockpile Emergency Preparedness Program) program is currently working towards implementing. It is the goal of this project to replace the old and obsolete microwave system used by participating agencies with a new highly fault-tolerant microwave system. Funding for this project is being provided via CSEPP grant funding and additional MOU’s will be established at a future date. FINANCIAL IMPLICATIONS: None. BOARD/COMMISSION RECOMMENDATION: None. STAKEHOLDER PROCESS: Pueblo County Sherriff Office, City of Pueblo Police, Fire and Information Technology Departments, and the State of Colorado OIT ALTERNATIVES: If City Council does not approve this Ordinance, the Memorandum of Understanding will not take affect and the City will not be able to utilize the new microwave connectivity to connect to the State DTR system without future financial investment.
