A RESOLUTION AUTHORIZING THE MEMBERSHIP OF
THE CITY OF PUEBLO, A COLORADO MUNICIPAL
CORPORATION, IN THE COMPACT OF COLORADO
COMMUNITIES AND APPOINTING A REPRESENTATIVE
THERETO
WHEREAS, Colorado communities share in common a strong quality of life deeply
rooted in the state’s vigorous economy, agricultural and environmental resources, and
rich cultural heritage; and
WHEREAS, Colorado communities, residents and businesses throughout the
state are already beginning to feel the impacts of climate change such as reduced
snowpack, high heat days, earlier snowmelt runoff, and more frequent and severe floods,
droughts and wildfires; and
WHEREAS, the City of Pueblo, seeks to join neighboring cities and counties in
developing innovative ways to address climate change, build community resilience and
stimulate local economies; and
WHEREAS, on May 19, 2017, elected officials and senior staff from certain
Colorado cities and counties created the Compact of Colorado Communities pledged to
present a formal charter to allow other Colorado cities and counties to become members
of the Compact; and
WHEREAS, the mission of the Compact of Colorado Communities is to enhance
and build the capacity of Colorado cities and counties to develop and implement
aggressive climate change and clean energy initiatives thus ensuring the security and
economic prosperity of its member communities; and
WHEREAS, the Compact of Colorado Communities will advance climate action
and preparedness of its member communities through:
Providing training and technical support to member communities in developing and
delivering community improvement programs advancing GHG reduction, clean
energy and climate preparedness;
Facilitating peer learning and resource sharing between local governments
Enhancing local government capacity to address climate related risks and
opportunities throughout critical decision-making roles;
Securing technical support and funding resources for members’ local
implementation efforts;
Spurring creation of jobs, improving public health and demonstrating bold actions;
and
Advancing statewide preparedness and resilience; and
WHEREAS, the Compact will be governed by a Steering Committee that includes
representation from member communities nominating their own elected officials and/or
senior staff (the “Steering Committee”); and
WHEREAS, the Compact of Colorado Communities will be administered by staff
hired and dedicated to its own mission without conflict of interest; and
WHEREAS, the Association of Climate Change Officers (“ACCO”) will act as a
temporary fiscal agent for the Compact until such time as the Compact may establish its
own organization or has identified a successor organization to serve in that role. NOW
THEREFORE
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The City of Pueblo hereby formally joins the Compact of Colorado Communities,
and will adhere to the requirements for all Compact members that are summarized below
and accounted for in the Compact’s published guidelines.
SECTION 2.
The City of Pueblo makes the following commitments regarding training and
capacity building:
Commits at least one elected official and assigns at least one senior staff member
to participate in the annual convention of the Compact.
Commits leadership and staff participation in annual climate change training as
referenced in the Compact’s published guidelines.
SECTION 3.
The City of Pueblo makes the following commitments regarding contributions and
funding:
Will make an initial contribution to the Compact of $2,000 with future contributions
due by no later than 30 days after the City’s fiscal start date.
Will encourage staff, as appropriate, to provide non-financial support to the
Compact’s fundraising efforts to ensure that the Compact has sufficient and
sustainable funding to support its members.
SECTION 4.
The City of Pueblo hereby commits to the following actions regarding climate
change. The City will establish and publicly announce a new goal or initiative by no later
than September 30, 2019 that meets an appropriate aggressiveness threshold to be
agreed upon by the Steering Committee in consultation with ACCO and Compact staff.
SECTION 5.
The City of Pueblo hereby commits to the following actions regarding participation
in the Compact:
Will assign one elected official and one senior staff person to serve as liaisons and
official representatives to the Compact.
City elected officials will participate in activities designed and appropriate for
elected officials and government leaders (to be held no more frequently than twice
annually).
City staff liaisons will address administrative issues, process annual contributions,
coordinate usage of Compact benefits and participate in Compact-wide meetings
(to be held no more frequently than on a quarterly basis).
SECTION 6.
Larry Atencio, member of City Council, is hereby appointed to serve as the City of
Pueblo’s official representative to the Compact.
SECTION 7.
The officers and staff of the City are authorized and directed to take any and all
required actions which are necessary or appropriate to implement the policies and
procedures described in this Resolution.
SECTION 8.
This Resolution shall become effective immediately upon final passage and
approval.

SUMMARY:
Attached is a Resolution which makes the City of Pueblo a member of the Compact of Colorado
Communities and also appoints Council Member Larry Atencio as the City’s representative to the
Compact.
PREVIOUS COUNCIL ACTION:
Not applicable to this Resolution.
BACKGROUND:
On May 19, 2017, elected officials and senior staff from certain Colorado cities and counties
created the Compact of Colorado Communities. The mission of the Compact of Colorado
Communities is to enhance and build the capacity of Colorado cities and counties to develop and
implement aggressive climate change and clean energy initiatives to ensure the security and
economic prosperity of its member communities.
FINANCIAL IMPLICATIONS:
The initial contribution of the City of Pueblo to the Compact is $2,000. A Resolution authorizing
said expenditure is being presented to the City Council concurrently herewith.

Not applicable to this Resolution.
STAKEHOLDER PROCESS:
Not applicable to this Resolution.
ALTERNATIVES:
If this Resolution is not approved, the City of Pueblo will not become a member of the Compact
of Colorado Communities.

Approve the Resolution.
