HomeMy WebLinkAbout09211ORDINANCE NO. 9211 AN ORDINANCE ESTABLISHING PROJECT ACCOUNT PF1702 PARKING TICKET SYSTEM, BUDGETING AND APPROPRIATING FUNDS IN THE AMOUNT OF $180,000 FOR SAID PROJECT, AND TRANSFERRING FUNDS FROM THE PARKING FACILITIES FUND, FUND BALANCE WHEREAS, the Parking Enforcement is vital to ensure parking ordinances and codes are enforced, and WHEREAS, the current parking ticket system is antiquated and outdated and must be replaced before a fatal failure occurs. WHEREAS, Capital Project PF1702 – Parking Ticket System project needs to be established and funds budgeted and appropriated; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. Project No. PF1702 – Parking Ticket System is hereby established. The amount of $170,000 is hereby budgeted and appropriated to said project. SECTION 2. Funds in the aggregate amount of $180,000 are hereby authorized to be transferred, expended, and made available out of the Parking Facilities Fun, fund balance. SECTION 3. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of this Ordinance. SECTION 4. This Ordinance shall become effective immediately upon final passage and approval. Nawrocki and Members of City Council CC: Sam Azad, City Manager VIA: Brenda Armijo, Acting City Clerk FROM: Earl Wilkinson, Director of Public Works SUBJECT: AN ORDINANCE ESTABLISHING PROJECT ACCOUNT PF1702 PARKING TICKET SYSTEM, BUDGETING AND APPROPRIATING FUNDS IN THE AMOUNT OF $180,000 FOR SAID PROJECT, AND TRANSFERRING FUNDS FROM THE PARKING FACILITIES FUND, FUND BALANCE SUMMARY: This Ordinance establishes Project Account PF1702, budgets and appropriates funds in the amount of $180,000 for Parking Ticket System. PREVIOUS COUNCIL ACTION: None. BACKGROUND: It was identified, in 2017, that the City of Pueblo’s current, antiquated parking enforcement software system is on the verge of a fatal failure and is not compatible with the new accounting software Munis Tyler. The current parking enforcement software system includes handheld citation writing devices and back office software that is approximately 15 years old. The outdated hardware and software is highly inefficient and requires several levels of manual intervention download citation data into the Municipal Court system requiring several unnecessary manhours daily. A fatal crash of the system will require paper citations be issued and administered through Municipal Court. Through the competitive bid process, the City of Pueblo has selected a vendor to help the City completely replace the current parking enforcement system. The new system will include handheld citation writing devices and software, License Plate Reading (LPR) technology, internet (cloud) support that is fully integrated with Municipal Court software, multiple pay stations for Municipal Parking facilities and on street metered parking. The project will be presented to City Council at a later date. FINANCIAL IMPLICATIONS: Funds will be transferred from the Parking Facilities Fund, fund balance. BOARD/COMMISSION RECOMMENDATION: Not Applicable STAKEHOLDER PROCESS: Not Applicable ALTERNATIVES: Denial of the Ordinance will cancel the project. RECOMMENDATION : Approval of the Ordinance.
