HomeMy WebLinkAbout13864RESOLUTION NO. 13864 A RESOLUTION APPROVING AN AGREEMENT BETWEEN THE CITY OF PUEBLO, A MUNICIPAL CORPORATION, AND DIBBLE AND ASSOCIATES CONSULTING ENGINEERS, INC., AN ARIZONA CORPORATION, DBA DIBBLE ENGINEERING, FOR PROFESSIONAL ENGINEERING SERVICES IN THE AMOUNT OF $900,905.00 RELATING TO THE REHABILITATION OF A PORTION OF THE AIRCRAFT APRON (CONSTRUCT ISLANDS) AT THE PUEBLO MEMORIAL AIRPORT AND AUTHORIZING THE PRESIDENT OF CITY COUNCIL TO EXECUTE SAME BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. A certain Agreement for Professional Engineering Services, a copy of which is attached hereto and made part thereof by reference, by and between the City of Pueblo, a Municipal Corporation, and Dibble Engineering for the rehabilitation of a portion of the aircraft apron at the Pueblo Memorial Airport, after having been approved as to form by the City Attorney, is hereby approved. The City’s performance under the attached Agreement is contingent upon the approval of the following two pending grant applications for the rehabilitation of a portion of the aircraft apron and installation of separation islands at Pueblo Memorial Airport:  Federal Aviation Administration for $3,150,00.00  Colorado Aeronautics Board for 2.5% of the project’s cost, up to $150,000.00 SECTION 2. The President of City Council is hereby authorized to execute the Agreement on behalf of the City of Pueblo, a Municipal Corporation, and the City Clerk shall affix the Seal of the City thereto and attest same. SECTION 3. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of this Resolution and the attached Agreement to effectuate the transactions described therein. SECTION 4. This Resolution shall become effective immediately upon final passage and approval. Nawrocki and Members of City Council CC: Sam Azad, City Manager VIA: Brenda Armijo, Acting City Clerk FROM: Ian Turner, Director of Aviation SUBJECT: A RESOLUTION APPROVING AN AGREEMENT BETWEEN THE CITY OF PUEBLO, A MUNICIPAL CORPORATION, AND DIBBLE AND ASSOCIATES CONSULTING ENGINEERS, INC., AN ARIZONA CORPORATION, DBA DIBBLE ENGINEERING, FOR PROFESSIONAL ENGINEERING SERVICES IN THE AMOUNT OF $900,905.00 RELATING TO THE REHABILITATION OF A PORTION OF THE AIRCRAFT APRON (CONSTRUCT ISLANDS) AT THE PUEBLO MEMORIAL AIRPORT AND AUTHORIZING THE PRESIDENT OF CITY COUNCIL TO EXECUTE SAME SUMMARY: This Resolution approves an Agreement for Professional Engineering Services with Dibble Engineering for rehabilitating a portion of the aircraft apron, constructing islands, and installing airfield lights at Pueblo Memorial Airport. PREVIOUS COUNCIL ACTION: City Council approved a Contract with Dibble Engineering on September 25, 2017 under Resolution No. 13785 to provide engineering services to the Pueblo Memorial Airport. BACKGROUND This project will rehabilitate a portion of the aircraft apron and install turf island areas. Existing asphalt pavement between Taxiway A and the apron will be removed to provide safety separation between moving aircraft to meet Federal Aviation Administration (FAA) standards. Access points from Taxiway A to the aircraft parking apron will be rehabilitated. Storm drainage improvements will be made within the island areas as part of the project. In accordance with FAA requirements, staff conducted an Independent Fee Estimate of this cost. The estimated fee for the scope of work came within established parameters set by the FAA and were deemed acceptable. FINANCIAL IMPLICATIONS: The total amount of the engineering and construction management services for this project is $900,905.00. If the Federal grant is offered and accepted, the federal share will be $855,859.00. If the State grant is offered and accepted, the State’s share will be $22,523.00. The City’s match will be $22,523.00. Funding is contingent upon the Federal and State grants being offered and accepted. BOARD/COMMISSION RECOMMENDATION: Not applicable. STAKEHOLDER PROCESS: th A stakeholder meeting for this project was held on October 24, 2017, to explain the project to airport users and gather input. No concerns were received, and comments are being addressed with the FAA. ALTERNATIVES: Council may not approve this contract and this project will not be performed. RECOMMENDATION It is the recommendation of the Department of Aviation that the Agreement for Professional Engineering Services be approved.
