HomeMy WebLinkAbout13863 RESOLUTION NO. 13863 A RESOLUTION AUTHORIZING THE CITY OF PUEBLO TO SUBMIT A GRANT APPLICATION FOR THE 2017 SCHOOL YARD INITIATIVE FOR THE CORWIN PARK AND PLAY YARD PROJECT TO THE STATE BOARD OF THE GREAT OUTDOORS COLORADO TRUST FUND AND AUTHORIZING THE PRESIDENT OF THE CITY COUNCIL TO EXECUTE SAME WHEREAS, City Council supports and authorizes the City of Pueblo to submit a grant application for the Corwin Park and Play Yard Project, GOCO School Yard Initiative for the purposes of expanding the current Corwin International Magnet School playground and making improvements to the playground equipment promoting open ended play activities and an outdoor classroom; BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1: The President of the City Council is hereby authorized to execute and deliver the grant application for the Corwin Park and Play Yard GOCO School Yard Initiative on behalf of Pueblo City School District 60, to the State Board of the Great Outdoors Colorado Trust Fund, and the City Clerk shall affix the seal of the City thereto and attest same. SECTION 2: The City of Pueblo is requesting a total of $110,000 in Great Outdoors Colorado funds for the Corwin Park and Play Yard Project. Corwin International Magnet School will be providing $25,389.54, Colorado Health Foundation will provide $200,000, and $17,407.50 of In-Kind match will be provided for the Project. The total cost for the Corwin Park and Play Yard Project is $352,797.04. SECTION 3: A copy of the grant application is attached hereto and is on file at the City of Pueblo’s Department of Planning and Community Development. SECTION 4. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of this Resolution to effectuate the policies and procedures described herein. SECTION 5. This Resolution shall become effective immediately upon passage and approval. Nawrocki and Members of City Council CC: Sam Azad, City Manager VIA: Brenda Armijo, Acting City Clerk FROM: Steven Meier, Director of Planning and Community Development SUBJECT: A RESOLUTION AUTHORIZING THE CITY OF PUEBLO TO SUBMIT A GRANT APPLICATION FOR THE 2017 SCHOOL YARD INITIATIVE FOR THE CORWIN PARK AND PLAY YARD PROJECT TO THE STATE BOARD OF THE GREAT OUTDOORS COLORADO TRUST FUND AND AUTHORIZING THE PRESIDENT OF THE CITY COUNCIL TO EXECUTE SAME SUMMARY: This Resolution will authorize the City of Pueblo to submit a grant application that will fund the Corwin Park and Play Yard Initiative. PREVIOUS COUNCIL ACTION: No previous City Council action. BACKGROUND: The City of Pueblo is partnering with Pueblo City Schools, District 60, and Corwin International Magnet School in applying for a $110,000 grant through the Great Outdoors Colorado (GOCO) School Yard Initiative for the Corwin Park and Play Yard . ProjectPresently, Corwin’s playground is approximately 44,000 square feet in area with an asphalt base, basketball hoops, tether ball poles, and foursquare. The proposed Project was developed by Corwin students, Parent Teacher Organization, school administration, and community members. The project will expand the playground area, to the west, providing the 616 students of Corwin more room for outdoor play before school and during lunch. Proposed site amenities include group spinning and swinging elements, open-ended play activities, net and balance elements, and outdoor classroom furnishings. GOCO requires schools applying for the School Yard Initiative to partner with eligible local government entities to sponsor the grant application and serve as the fiscal agent. According to GOCO, local governments are not precluded from applying for other GOCO grants while sponsoring a School Yard Initiative grant for one or more schools. An Intergovernmental Agreement will be entered into by the City and Pueblo City School District 60 prior to the final approval of a grant agreement with GOCO. FINANCIAL IMPLICATIONS: The GOCO Board will award School Yard Initiative Funds in April 2018. Funds for the School Yard Initiative will be budgeted and appropriated by the City before entering into a grant contract. Corwin International Magnet School and funding partners will make $225,389.54 available during the term of the grant between April 2018 and December 2018. Total cost for the Project is $352,797.04. The following is a breakdown of the Project funding: GOCO School Yard Initiative Funds $ 110,000.00 Colorado Health Foundation $ 200,000.00 Corwin International Magnet School/Partners $ 25,389.54 In-Kind $ 17,407.50 TOTAL $ 352,797.04 BOARD/COMMISSION RECOMMENDATION: No previous board or commission actions. STAKEHOLDER PROCESS: Corwin International Magnet School has been actively working with the parents and students of the school; surrounding community members and local agencies in the Corwin Park and Play Yard Initiative planning and fund-raising process. ALTERNATIVES: Denial of this Resolution will result in the cancellation of the Project. RECOMMENDATIONS: Approval of the Resolution.
