HomeMy WebLinkAbout13862RESOLUTION NO. 13862 A RESOLUTION AUTHORIZING THE FILING OF AN APPLICATION FOR A COLORADO AVIATION GRANT BY THE CITY OF PUEBLO, A MUNICIPAL CORPORATION, FROM THE COLORADO AERONAUTICS BOARD AND THE DIVISION OF AERONAUTICS FOR THE REHABILITATION OF A PORTION OF AIRCRAFT PARKING APRON (CONSTRUCT ISLANDS) AT PUEBLO MEMORIAL AIRPORT AND AUTHORIZING THE DIRECTOR OF AVIATION TO SUBMIT THE APPLICATION ON BEHALF OF THE CITY OF PUEBLO BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. The application for a Colorado Aviation Grant, including all understandings and assurances contained therein, to rehabilitate a portion of aircraft parking apron and install islands at Pueblo Memorial Airport, a copy of which is attached hereto, is hereby approved and authorized to be filed with the Colorado Aeronautical Board and the Division of Aeronautics. SECTION 2. The Director of Aviation is hereby authorized to submit the grant application on behalf of the City of Pueblo. SECTION 3. The officers of the City are directed and authorized to perform any and all acts consistent with the intent of this Resolution and the attached instruments to effectuate the transactions described therein. SECTION 4. The Resolution shall become effective immediately upon passage and approval. Nawrocki and Members of City Council CC: Sam Azad, City Manager VIA: Brenda Armijo, Acting City Clerk FROM: Ian Turner, Director of Aviation SUBJECT: A RESOLUTION AUTHORIZING THE FILING OF AN APPLICATION FOR A COLORADO AVIATION GRANT BY THE CITY OF PUEBLO, A MUNICIPAL CORPORATION, FROM THE COLORADO AERONAUTICS BOARD AND THE DIVISION OF AERONAUTICS FOR THE REHABILITATION OF A PORTION OF AIRCRAFT PARKING APRON (CONSTRUCT ISLANDS) AT PUEBLO MEMORIAL AIRPORT, AND AUTHORIZING THE DIRECTOR OF AVIATION TO SUBMIT THE APPLICATION ON BEHALF OF THE CITY OF PUEBLO SUMMARY: This Resolution will authorize the filing of an application for a Colorado Aviation Grant to rehabilitate a portion of aircraft parking apron and to install separation islands at Pueblo Memorial Airport. PREVIOUS COUNCIL ACTION: None. BACKGROUND This project will rehabilitate a portion of the aircraft apron and install turf island areas. Existing asphalt pavement between Taxiway A and the apron will be removed to provide safety separation between moving aircraft to meet Federal Aviation Administration standards. Access points from Taxiway A to the aircraft parking apron will be rehabilitated. Storm drainage improvements will be made within the island areas as part of the project. The State grant application is now submitted electronically on the Division of Aeronautics’ internet system. Therefore, we are requesting that City Council give the Director of Aviation the authorization to submit the grant application on behalf of the City of Pueblo. FINANCIAL IMPLICATIONS: The total project is estimated at $3,315,790.00. With the approval of City Council, a Colorado Aviation Grant application will be submitted for 2.5%, up to $150,000.00, of the project cost. This amount is estimated to be $82,895.00. The City's local match is estimated to be $82,895.00. Matching funds are available in the 542 PFC Fund which contains PFC funds previously reimbursed to the City for past AIP projects. The remaining $3,150,000.00 will come from a Federal grant through the Airport Improvement Program, should it be offered and accepted. BOARD/COMMISSION RECOMMENDATION: Not applicable. STAKEHOLDER PROCESS: Not applicable. ALTERNATIVES: The grant application could not be submitted, and the project will not occur. If the apron is not repaired, the pavement surface will degrade to the point it is no longer useable. Pavement areas will eventually be closed as deemed necessary. If the island areas are not installed, safety separation between aircraft will continue to be absent creating an unsafe condition. The result is an increased hazard of aircraft colliding. RECOMMENDATION It is the recommendation of the Department of Aviation that the request to submit a Colorado Aviation Grant application be approved.
