HomeMy WebLinkAbout13861RESOLUTION NO. 13861 A RESOLUTION AUTHORIZING THE FILING OF AN APPLICATION FOR FEDERAL ASSISTANCE BY THE CITY OF PUEBLO, A MUNICIPAL CORPORATION, FROM THE FEDERAL AVIATION ADMINISTRATION FOR THE REHABILITATION OF A PORTION OF AIRCRAFT PARKING APRON (INSTALL ISLANDS) AT PUEBLO MEMORIAL AIRPORT AND AUTHORIZING THE PRESIDENT OF CITY COUNCIL TO EXECUTE SAME BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. The Application for Federal Assistance, including all understandings and assurances contained therein, to rehabilitate a portion of aircraft parking apron and install separation islands at Pueblo Memorial Airport, a copy of which is attached hereto, is hereby approved and authorized to be filed with the Federal Aviation Administration. SECTION 2. The President of City Council is hereby authorized to execute the Application on behalf of the City of Pueblo. SECTION 3. The officers of the City are directed and authorized to perform any and all acts consistent with the intent of this Resolution and the attached instruments to effectuate the transactions described therein. SECTION 4. The Resolution shall become effective immediately upon passage and approval. Nawrocki and Members of City Council CC: Sam Azad, City Manager VIA: Brenda Armijo, Acting City Clerk FROM: Ian Turner, Director of Aviation SUBJECT: A RESOLUTION AUTHORIZING THE FILING OF AN APPLICATION FOR FEDERAL ASSISTANCE BY THE CITY OF PUEBLO, A MUNICIPAL CORPORATION, FROM THE FEDERAL AVIATION ADMINISTRATION FOR THE REHABILITATION OF A PORTION OF AIRCRAFT PARKING APRON (INSTALL ISLANDS) AT PUEBLO MEMORIAL AIRPORT AND AUTHORIZING THE PRESIDENT OF CITY COUNCIL TO EXECUTE SAME SUMMARY: This Resolution will authorize the filing of an Application for Federal Assistance to rehabilitate a portion of the aircraft parking apron and install separation islands at Pueblo Memorial Airport. PREVIOUS COUNCIL ACTION: None. BACKGROUND This project will rehabilitate a portion of the aircraft apron and install turf island areas. Existing asphalt pavement between Taxiway A and the apron will be removed to provide safety separation between moving aircraft to meet Federal Aviation Administration airport design standards. Access points from Taxiway A to the aircraft parking apron will be rehabilitated and airfield lighting will be installed. Storm drainage improvements will be made within the island areas as part of the project. FINANCIAL IMPLICATIONS: The total project is estimated at $3,315,790.00. The Application for Federal Assistance is for $3,150,000.00. With the approval of City Council, a Colorado Aviation Grant application will be submitted for 2.5%, up to $150,000.00, of the project cost. The City's local match is estimated to be $82,895.00. Matching funds are available in the 542 PFC Fund which contains PFC funds previously reimbursed to the City for past AIP projects. BOARD/COMMISSION RECOMMENDATION: Not applicable. STAKEHOLDER PROCESS: Not applicable. ALTERNATIVES: The grant application could not be submitted, and the project will not occur. If the apron is not repaired, the pavement surface will degrade to the point it is no longer useable. Pavement areas will eventually be closed as deemed necessary. If the island areas are not installed, safety separation between aircraft will continue to be absent creating an unsafe condition. The result is an increased hazard of aircraft colliding. RECOMMENDATION It is the recommendation of the Department of Aviation that the request to submit the Application for Federal Assistance be approved.
