AN ORDINANCE APPROVING AN AMENDMENT TO THE
INFORMATION TECHNOLOGY COOPERATION AGREEMENT
BETWEEN THE CITY OF PUEBLO, A MUNICIPAL CORPORATION,
AND PUEBLO COUNTY, COLORADO, RELATED TO THE
EXCHANGE OF GEOGRAPHICAL INFORMATION SYSTEM (GIS)
DATA
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The Amendment to the Information Technology Cooperation Agreement between
the City of Pueblo, a Municipal Corporation, and Pueblo County, Colorado, related to the
exchange of GIS data, attached hereto and having been approved as to form by the City
Attorney, is hereby approved.
SECTION 2.
The President of the City Council is hereby authorized and directed to execute said
Amendment to the Information Technology Cooperation Agreement for and on behalf of
the City, and the City Clerk is directed to affix the seal of the City thereto and attest same.
SECTION 3.
The officers and staff of the City are directed and authorized to perform all acts
consistent with the intent of this Ordinance and the attached Amendment to effectuate
the transactions described therein.
SECTION 4.
This Ordinance shall become effective immediately upon final passage and
approval.

BETWEEN THE CITY OF PUEBLO, A MUNICIPAL CORPORATION, AND
PUEBLO COUNTY, COLORADO, RELATED TO THE EXCHANGE OF
GEOGRAPHICAL INFORMATION SYSTEM (GIS) DATA
SUMMARY:
Attached is the Amendment to the Information Technology Cooperation Agreement
between the City of Pueblo and Pueblo County establishing joint sharing of Geographical
Information System (GIS) data for the betterment of each organization.
PREVIOUS COUNCIL ACTION:
The Information Technology Cooperation Agreement (ITCA) was approved by Council
and signed on April 7, 2014. Partial termination of Section I of the ITCA was approved
by Council, signed, and delivered to the County on March 27, 2017.
BACKGROUND:
The City of Pueblo and Pueblo County Information Technology Departments have
cooperated on technology projects for over a decade. On April 7, 2014, both parties
entered into the Information Technology Cooperation Agreement (ITCA) outlining our
shared products and services along with associated responsibilities. On March 27, 2017,
Section I, Subsection A of the ITCA was partially terminated pursuant to Section IV,
Subsection A of the ITCA, due to licensing model changes made by the mapping software
vendor Environmental Systems Research Institute (ESRI). The licensing changes
eliminated both party’s ability to have a shared GIS environment. The City of Pueblo was
required to purchase its own licensing and establish its own GIS. However, for the
betterment of both parties, the City of Pueblo and Pueblo County would like to continue
to share their respective GIS data. This amendment to the ITCA will establish the
parameters and responsibilities related to the City’s continued cooperation and data
sharing needs.
FINANCIAL IMPLICATIONS:
None.

ALTERNATIVES:
If City Council does not approve this Ordinance, the Amendment will not take effect. The
City and County will continue to share data, as much as possible, but will have no
agreement in place defining each party’s responsibilities and financial costs related to the
shared data.
RECOMMENDATION:
Approval of the Ordinance.
