A RESOLUTION APPROVING THE INSTALLATION OF A
TEMPORARY MURAL PROJECT SPONSORED BY
THRIVE KAISER PERMANENTE TO BE LOCATED ON
THE PUEBLO TRANSIT WALL ADJACENT TO THE
RIVERWALK
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1:
The City of Pueblo hereby approves the installation of the temporary mural on
the back of the Pueblo Transit building wall which is sponsored by Thrive Kaiser
Permanente titled “We Are In This Together.”
SECTION 2:
The officers and staff of the City are directed and authorized to perform any and
all acts consistent with the intent of this Resolution to effectuate the policies and
procedures described herein.
SECTION 3:
This Resolution shall become effective immediately upon passage and approval.

TO BE LOCATED ON THE PUEBLO TRANSIT WALL ADJACENT TO
THE RIVERWALK
SUMMARY:
This Resolution approves the installation of a temporary mural sponsored by Thrive
Kaiser Permanente and the Riverwalk Authority. The location of the mural will be on the
Pueblo Transit building facing the Riverwalk in Gateway Park.
PREVIOUS COUNCIL ACTION:
None.
BACKGROUND:
Thrive Kaiser Permanente approached the Riverwalk Authority earlier this year about a
partnership to provide a health awareness campaign which will include the installation of
a temporary mural involving local artists and the Pueblo County Boys and Girls Club. At
their October 11, 2017 regular meeting, the HARP Authority approved a
recommendation for the City Council to approve the installation of a temporary mural on
the back of the Pueblo Transit building facing the Riverwalk and Gateway Park. The
Pueblo Transit Department approves the installation of the mural. There will be no cost
to the City. The mural will be maintained during the two-year campaign and will be
painted over at the end of the campaign by Kaiser Permanente. The theme of the
campaign and the mural is “Words of Hope” and will include images drawn within large
10-foot block letters in the phrase “WE ARE IN THIS TOGETHER”. (See the attached

FINANCIAL IMPLICATIONS:
Kaiser Permanente will fund the cost of the installation, maintenance and removal of the
temporary mural.
BOARD/COMMISSION RECOMMENDATION:
At the October 11, 2017, regular meeting of the HARP Authority, a recommendation
was given for the City Council to approve the installation of the mural on the Pueblo
Transit building back wall facing the Riverwalk and Gateway Park.
STAKEHOLDER PROCESS:
None.
ALTERNATIVES:
If the Resolution is not approved, the HARP Authority could explore other locations
within the HARP to place the mural.
RECOMMENDATIONS:
Approval of the Resolution.
