HomeMy WebLinkAbout13791 RESOLUTION NO. 13791 A RESOLUTION AWARDING A CONSTRUCTION CONTRACT IN THE AMOUNT OF $2,978,120 TO LAYNE INLINER LLC, AND SETTING FORTH $595,624 FOR CONTINGENCIES, FOR PROJECT NO. 17-061 (WWAN02) 2017 LARGE MAIN LINING PROJECT AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE THE SAME WHEREAS, competitive bids for the Project No. 17-061 (WWAN02) 2017 Large Main Lining Project have been received and examined; and WHEREAS, the proposal of Layne Inliner LLC, of Kiowa, Colorado was the lowest of those bids determined to be responsive; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. This contract is for lining 11,028 linear feet of pipe and 490 vertical feet of epoxy for manholes. Contract Agreement for 2017 Large Main Lining Project with Layne Inliner LLC, Project No. 17-061 (WWAN02) is hereby awarded to said bidder in the amount of $2,978,120. SECTION 2. Funds for Project 17-061 (WWAN02) shall be from the Sewer User Funds. SECTION 3. The Purchasing Agent is hereby authorized to execute said contract on behalf of Pueblo, A Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and attest the same. SECTION 4. In addition to the amount of the bid set forth, as aforementioned, an additional amount as stipulated in this section is hereby established for contingencies and additional work. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of this Resolution and the contract to effectuate the transactions described therein. Nawrocki and Members of City Council CC: Sam Azad, City Manager VIA: Gina Dutcher, City Clerk From: Nancy Keller, Wastewater Director SUBJECT: A RESOLUTION AWARDING A CONSTRUCTION CONTRACT IN THE AMOUNT OF $2,978,120 TO LAYNE INLINER LLC, AND SETTING FORTH $595,624 FOR CONTINGENCIES, FOR PROJECT 17-061 (WWAN02) 2017 LARGE MAIN LINING PROJECT AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE THE SAME SUMMARY: This Resolution awards a construction contract to Layne Inliner LLC, for 2017 Large Main Lining Project. The project will place Ultra Violet Cured-In-Place pipe in severely deteriorated large diameter reinforced concrete pipe. PREVIOUS COUNCIL ACTION : None BACKGROUND : Sinkholes developed on large diameter reinforced pipe sections in May 2017 during heavy storm events. The Wastewater Department performed emergency projects to repair all damages caused by the heavy rainfall. Furthermore, the Wastewater Department evaluated all the large diameter reinforced concrete pipes and found that they were all over 35 years old and were in the same condition as the failed segments. This project will rehabilitate the large diameter reinforced concrete pipes for the Mesa Outfall, located from the intersection of Mesa Avenue and Prairie Avenue to around the intersection of Abriendo Avenue and Corona Avenue. The project consists of 11,028 lineal feet of Cured-in-Place pipe and all connected manholes will be epoxy coated. FINANCIAL IMPLICATIONS : The cost of the construction project was bid at $2,978,120 with contingencies of $595,624. Funds are available from the Sewer User Funds and have been budgeted and appropriated to Project No. 17-061(WWAN02). BOARD/COMMISSION RECOMMENDATION : Not applicable STAKEHOLDER PROCESS : None ALTERNATIVES : Alternative No. 1 – No Action Under this alternative, the City would do no improvements to the existing sanitary main. The system would continue to deteriorate until failure, at which time an emergency repair would be performed. Alternative No. 2 – Complete Remove and Replace Under this alternative, the City would completely remove and replace all main segments and manholes. Roads would be torn up to remove the existing and place new pipe. Trenches would need to be backfilled and roads rebuilt. Alternative No. 3 – Sliplining the Existing Pipe Under this alternative, the City would need to dig access pits at each manhole and a smaller pipe would be pushed through the existing pipe. The space between the new and old pipe would need to be filled with a slurry mix. This method would reduce the capacity of flow in the mains. All the alternatives were significantly more expensive and would impact the flow of traffic more than the preferred alternative. RECOMMENDATION : Approval of the Resolution.
