PREVIOUS COUNCIL ACTION: None. BACKGROUND: Andrew Garduno approached the HARP Foundation earlier this year about providing a donation that would pay for the cost of a new bronze sculpture of an American eagle to be located within the HARP. At their July 13, 2017 regular meeting, the HARP Authority approved a recommendation for the City Council to accept the sculpture and approve the installation within the Historic Arkansas Riverwalk Project (“HARP”) on the island in Gateway Park. The Planning and Zoning Commission has granted the authority to the Administrative Official for the approval of minor improvements such as the review and approval of art installations. The “American Sky” bronze sculpture meets the purposes and objectives for minor improvements to the HARP. FINANCIAL IMPLICATIONS: The cost of the installation and maintenance of the sculpture will be funded through the HARP Authority. BOARD/COMMISSION RECOMMENDATION: At the July 13, 2017, regular meeting of the HARP Authority, a recommendation was approved for the City Council to accept the sculpture and approve the installation, and the proposed location of the sculpture. STAKEHOLDER PROCESS: None. ALTERNATIVES: If the Resolution is not approved, the HARP Authority could explore other locations within the HARP to place the sculpture. RECOMMENDATIONS: Approval of the Resolution. Attachments: Planning & Zoning Commission Application DPR 17-02 HARP Authority Memorandum Dated July 13, 2017
