HomeMy WebLinkAbout13769RESOLUTION NO. 13769 A RESOLUTION AWARDING AN AGREEMENT FOR PROFESSIONAL DESIGN/CONSULTING SERVICES IN THE AMOUNT OF $240,673.00 TO NORTHSTAR ENGINEERING FOR THE ARKANSAS RIVER FLOOD LEVEE MASTER PLANNING AND DESIGN WHEREAS, pursuant to RFP for Project No. 17-022, Arkansas River Flood Levee Master Planning and Design (“Project”) NorthStar Engineering and Surveying, Inc., has been determined to be the offeror with the most advantageous proposal; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. The Agreement for Professional Architectural Services between the City of Pueblo, a Municipal Corporation, and NorthStar Engineering and Surveying, Inc. of which a copy is attached hereto and on file at the office of the City Clerk, having been approved as to form by the City Attorney, is hereby approved. SECTION 2. Funds in the amount of $240,673.00 for said professional services shall be paid from Capital Project PL 1703. SECTION 3. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of the Resolution and Contract to effectuate the policies and procedures described therein. SECTION 4. The President of the City Council is hereby authorized to execute and deliver said Agreement on behalf of the City of Pueblo, a Municipal Corporation, and the City Clerk shall affix the Seal of the City thereto and attest same. SECTION 5. This Resolution shall become effective upon the approval of an Intergovernmental Agreement (“IGA”) between the City and the Colorado Department of Transportation (“CDOT”), execution of the IGA by CDOT, and receipt by the City of a Notice to Proceed from CDOT for said Project. Nawrocki and Members of City Council CC: Sam Azad, City Manager VIA: Gina Dutcher, City Clerk FROM: Steven Meier, Director of Planning and Community Development SUBJECT: A RESOLUTION AWARDING AN AGREEMENT FOR PROFESSIONAL DESIGN/CONSULTING SERVICES IN THE AMOUNT OF $240,673.00 TO NORTHSTAR ENGINEERING FOR THE ARKANSAS RIVER FLOOD LEVEE MASTER PLANNING AND DESIGN SUMMARY: NorthStar Engineering and Surveying, Inc. has been selected through the RFP process with the City of Pueblo. NorthStar Engineering and Surveying, Inc. were found to be the most responsive and lowest bidder to perform the professional services for the Arkansas River Flood Levee Master Planning and Design. PREVIOUS COUNCIL ACTION: City Council approved Ordinance No. 9130 approving a contract between the City of Pueblo and DOLA, accepting matching grant funds from the Pueblo Conservancy District, transferring funds from CI 1111, and establishing project number PL 1703. BACKGROUND: The purpose of this Project is to create a Master Plan, Phasing Plan, and Construction Documents for Phase 1 of the Arkansas River Levee Trail and recreation improvements. The plan will include an analysis of existing conditions, and will identify potential improvements to recreation, infrastructure and neighborhood connectivity within the 2.75-mile Arkansas River Levee Corridor. The second reading of an Ordinance approving an Intergovernmental Agreement (“IGA”) between the City and the Colorado Department of Transportation (“CDOT”) related to funding for the Arkansas River Flood Levee Master Planning and Design is scheduled for September 11, 2017. Upon approval of the IGA, execution of the IGA, and Notice to Proceed from CDOT, NorthStar Engineering will be authorized to commence work on the Project. FINANCIAL IMPLICATIONS: Funds in the amount of $240,673.00 shall be paid from Capital Project No. PL1703. BOARD/COMMISSION RECOMMENDATION: None STAKEHOLDER PROCESS: The City of Pueblo has coordinated with the Pueblo Conservancy District to integrate public improvements as part of the reconstruction of the Arkansas River Flood Levee. The Conservancy District has conducted numerous public meetings in preparation for the reconstruction of the levee, and additional public outreach will be incorporated into this planning effort. ALTERNATIVES: Denial of this Resolution will result in cancellation of the Project. RECOMMENDATION: Approve the Resolution.
