HomeMy WebLinkAbout09153ORDINANCE NO. 9153 AN ORDINANCE APPROVING AND ACCEPTING FEDERAL AVIATION ADMINISTRATION AIP GRANT AGREEMENT NO. 3-08-0046-035-2017 FOR FUNDS IN THE AMOUNT OF $3,851,643.00 TO REHABILITATE A PORTION OF RUNWAY 17/35 AND INSTALL LIGHTING AT THE PUEBLO MEMORIAL AIRPORT, ESTABLISHING CAPITAL PROJECT NO. AP1701-REHAB RUNWAY 17/35 AND LIGHTING, BUDGETING AND APPROPRIATING $3,953,003.00 TO CAPITAL PROJECT NO. AP1701, AND AUTHORIZING THE PRESIDENT OF CITY COUNCIL TO EXECUTE SAME WHEREAS, the City of Pueblo has received a Grant Agreement from the Federal Aviation Administration (“FAA”) for the rehabilitation of a portion of Runway 17/35 and installation of lighting at the Pueblo Memorial Airport; and WHEREAS, Capital Project AP1701-Rehab Runway 17/35 and Lighting needs to be established and funds budgeted and appropriated; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. The Grant Agreement between the City of Pueblo, a Municipal Corporation, and the FAA making available $3,851,643.00 in federal funds to rehabilitate a portion of Runway 17/35 and install lighting at the Pueblo Memorial Airport, is hereby accepted and approved. SECTION 2. Capital Project No. AP1701-Rehab Runway 17/35 and Lighting is hereby established. SECTION 3. Funds are hereby budgeted and appropriated to Capital Project AP1701 from the FAA grant in the amount of $3,851,643.00. Funds in the amount of $101,360.00 are hereby transferred from the Passenger Facilities Fund to Capital Project AP1701. SECTION 4. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of this Ordinance and the Grant Agreement to effectuate the transactions described therein. SECTION 5. This Ordinance shall become effective immediately upon final passage and approval. AP1701, AND AUTHORIZING THE PRESIDENT OF CITY COUNCIL TO EXECUTE SAME SUMMARY: Attached is an Ordinance approving and accepting a Federal Aviation Administration (“FAA”) grant agreement for the rehabilitation of a portion of Runway 17/35 and installation of lighting at the Airport; establishing a Capital Project; and placing the grant funding into the project. PREVIOUS COUNCIL ACTION: City Council approved Resolution No. 13632 on March 13, 2017 authorizing the filing of an Application for Federal Assistance from the FAA to rehabilitate Runway 17/35 at the Pueblo Memorial Airport. City Council also approved Resolution No. 13633 on March 13, 2017 authorizing the filing of an application for a Colorado Department of Transportation, Division of Aeronautics grant to assist with the City’s matching funds for this project. BACKGROUND The existing pavement on the northern half of Runway 17/35 was applied in the early 1980s and has begun to deteriorate and produce debris which is a hazard to aircraft. The southern 3,310 feet of the runway has been rehabilitated in the last few years in conjunction with other projects. This project will rehabilitate the northern 5,000 feet of the runway as well as install a new airfield lighting system on the entire runway to replace the current system that is over 20 years old. FINANCIAL IMPLICATIONS: The total project cost is $4,054,362.00. The Federal grant is for $3,851,643.00. The State has approved our application for a grant and will be issuing the grant for $101,359.00. Once the grant is received, it will be brought before City Council for approval and appropriation of funds. The City’s matching funds of $101,360.00 will be transferred into the project from the Passenger Facilities Fund. BOARD/COMMISSION RECOMMENDATION: None STAKEHOLDER PROCESS: The project will only close small portions of the airport at any one time. Access will be provided for pilots wanting to use the facility and there should be minimal interference with any businesses on the Airport. ALTERNATIVES: If City Council does not approve this Ordinance, the project will not be done and the grant will be returned to the Federal Aviation Administration. Runway 17/35 will be kept open as long as it is safe to do so, but ultimately would need to be closed due to unsafe conditions. RECOMMENDATION The Department of Aviation recommends approval of this Ordinance. Attachments: USDOT Federal Aviation Administration Grant Agreement
