FOR POJECT NO. 17-024 (AP1701) REHABILITATION OF RUNWAY 17/35 AND AIRFIELD LIGHTING PROJECT AT THE PUEBLO MEMORIAL AIRPORT AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE SAME WHEREAS, proposals for Project No. 17-024 (AP1701) Rehabilitation of Runway 17/35 and Airfield Lighting Project at the Pueblo Memorial Airport have been received and examined; and WHEREAS, Tony J. Beltramo & Sons, Inc. was the lowest and best of those bids determined to be responsible; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. A contract for Project No. 17-024 (AP1701) Rehabilitation of Runway 17/35 and Airfield Lighting Project at the Pueblo Memorial Airport is hereby awarded to said bidder in the amount of $3,134,198.00. SECTION 2. The awarding of this contract is contingent upon the final passage of the Ordinance accepting the Federal Aviation Administration AIP Grant Agreement and establishing Capital Project No. AP1701-Rehab Runway 17/35 and Lighting. SECTION 3. Funds for Project No. 17-024 in the amount of $3,134,198.00 shall be expended from Capital Project No. AP1701. SECTION 4. The Purchasing Agent is hereby authorized to execute said contract on behalf of the City of Pueblo, a Municipal Corporation, and the City Clerk shall affix the Seal of the City thereto and attest the same. SECTION 5. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of this Resolution to effectuate the policies and procedures described therein. SECTION 6. This Resolution shall become effective immediately upon final passage and approval. FOR PROJECT NO. 17-024 (AP1701) REHABILITATION OF RUNWAY 17/35 AND AIRFIELD LIGHTING PROJECT AT THE PUEBLO MEMORIAL AIRPORT AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE SAME SUMMARY: Attached is a Resolution awarding a contract to Tony J. Beltramo & Sons, Inc. for the rehabilitation of Runway 17/35 and airfield lighting project at the Pueblo Memorial Airport. The awarding of this contract is contingent upon the final passage of the Ordinance accepting the Federal Aviation Administration (“FAA”) AIP Grant Agreement (“Grant”) and establishing Capital Project No. AP1701-Rehab Runway 17/35 and Lighting. PREVIOUS COUNCIL ACTION: City Council approved Resolution No. 13632 on March 13, 2017, authorizing the filing of an Application for Federal Assistance from the FAA to rehabilitate Runway 17/35 at the Pueblo Memorial Airport. City Council also approved Resolution No. 13633 on March 13, 2017, authorizing the filing of an application for a Colorado Department of Transportation, Division of Aeronautics grant to match the City’s funds and assist with this project. The Ordinance accepting the FAA Grant is currently on the agenda for the second reading. BACKGROUND The project entails the rehabilitation of a portion of Runway 17/35 as well as the installation of new airfield lighting on the entire runway. The FAA requires that a project be bid before the issuance of a grant, so the bid opening for the project was held on June 20, 2017. A total of six bids were received, with the bid by Tony Beltramo & Sons, Inc. being the lowest bid. FINANCIAL IMPLICATIONS: Funds in the amount of $3,134,198.00 will be expended from Capital Project AP1701- Rehab Runway 17/35 and Lighting. The Federal grant will pay for 95% of the contract ($2,977,488.10). The Colorado Division of Aeronautics will be issuing a grant to pay for 2.5% ($78,354.95) of the contract, and the City will be responsible for the other 2.5% ($78,354.95). BOARD/COMMISSION RECOMMENDATION: None. STAKEHOLDER PROCESS: The project will only close small portions of the airport at any one time. Access will be provided for pilots wanting to use the facility, and there should be minimal interference with any businesses on the Airport. ALTERNATIVES: The awarding of this contract is contingent upon the final passage of the Ordinance accepting the FAA Grant Agreement. If City Council does not accept the Federal Grant, then the contract will not be awarded. The FAA issued the grant based on the lowest bid. If Council accepts the grant but does not approve the contract award, the grant will be returned to the FAA and the project will not be completed. RECOMMENDATION The Department of Aviation recommends approval of this Resolution. Attachments: Bid Summary
