HomeMy WebLinkAbout13738 RESOLUTION NO. 13738 A RESOLUTION APPROVING THE DONATION OF EQUIPMENT TO THE CITY OF PUEBLO AND THE PUEBLO POLICE DEPARTMENT RELATING TO THE GIFT OF 101 ACTIVE SHOOTER VESTS BY RANDY WILLS AND WARRIOR KIT INCORPORATED, AND RESCINDING RESOLUTION NUMBER 13647 BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. The donation of 101 active shooter vests from Randy Wills and Warrior Kit Inc., to the City of Pueblo Police Department, valued at $66,000, is hereby accepted and approved. SECTION 2. The officers of the City are directed and authorized to perform any and all acts consistent with the intent of this Resolution to effectuate the policies and procedures described therein. SECTION 3. This Resolution shall become effective immediately upon final passage. Nawrocki and Members of City Council CC: Sam Azad, City Manager VIA: Gina Dutcher, City Clerk FROM: Troy Davenport, Interim Chief of Police Lisa Macchietto, Assistant City Attorney SUBJECT: A RESOLUTION APPROVING THE DONATION OF EQUIPMENT TO THE CITY OF PUEBLO AND THE PUEBLO POLICE DEPARTMENT RELATING TO THE GIFT OF 101 ACTIVE SHOOTER VESTS BY RANDY WILLS AND WARRIOR KIT INCORPORATED, AND RESCINDING RESOLUTION NUMBER 13647 SUMMARY: This Resolution approves the donation of active shooter vests to the Pueblo Police Department from Randy Wills and Warrior Kit Incorporated. PREVIOUS COUNCIL ACTION: On March 27, 2017, Council passed Resolution No. 13647 approving the donation of 202 Active Shooter Kits. Since that time, the number of Active Shooter Kits has been reduced to 101 kits. This is due to uncertainties with the status of the Barber Family Foundation and their potential contribution. Randy Wills and Warrior Kit did commit to 101 vests regardless of the involvement of the Barber Foundation. BACKGROUND: City Council is aware the Pueblo Police Department has seen a dramatic rise in the amount and frequency of armed encounters. These situations have placed our officers in very dangerous situations. We strive to provide our officers with the very best equipment but ultimately some of the weapons carried by the people we encounter have the capability of defeating that protection. The Pueblo Police Department was looking to acquire active shooter kits for the sworn officers in our department. Unfortunately, the cost of these vests is unattainable in the current budget climate. These kits can make a life and death difference when our officers deal with active shooter situations or individuals armed with high powered rifles. That type of call has steadily increased over the last few years. Law Enforcement is an inherently dangerous calling. The number of officers killed and feloniously assaulted has risen nationwide. The increase of illicit narcotics, cartel activity, and gang recruitment have all played a part in this disturbing trend. The amount of illegal and dangerous weapons on the street has also proportionally increased. BACKGROUND (Continued): This has created a perfect storm of sorts. Officers are encountering more well-armed suspects than ever before. These active shooter kits would be used to provide them with much needed protection. They have ceramic plate protection from rifle rounds. Officers can attach extra rifle and pistol magazines to the front of the vest. A trauma kit can be mounted on the back of the vest so each individual officer would have some basic medical supplies. The Pueblo Police Department was recently contacted by Randy Wills and Warrior Kit Inc. regarding their desire to provide law enforcement with the best equipment available. Randy and Warrior Kit have agreed to purchase 101 active shooter kits for the Pueblo Police Department. The estimated cost of this donation is $66,000.00. There is no associated obligation to the Pueblo Police Department if the donation is accepted. Randy Wills and Warrior Kit do not require any type of paperwork to be signed or any agreement to be adhered to. FINANCIAL IMPLICATIONS: None. BOARD/COMMISSION RECOMMENDATION: Not applicable. STAKEHOLDER PROCESS: Not applicable. ALTERNATIVES: City Council may choose to refuse the donation of equipment. RECOMMENDATION: Approve the Resolution. Attachments: None
