A RESOLUTION AUTHORIZING THE CITY OF PUEBLO
TO SUBMIT A GRANT APPLICATION FOR THE GO
PUEBLO INSPIRE INITIATIVE TO THE STATE BOARD OF
THE GREAT OUTDOORS COLORADO TRUST FUND AND
AUTHORIZING THE PRESIDENT OF THE CITY COUNCIL
TO EXECUTE SAME
WHEREAS, City Council supports and authorizes the City of Pueblo to submit a
grant application on behalf of the greater partnership between the USDA, Forest
Service, Pike and San Isabel National Forests, Cimarron and Comanche National
Grasslands; Boys and Girls Club of Pueblo County, Colorado Parks and Wildlife, Pueblo
City-County Health Department, Pueblo Zoo, Nature and Raptor Center of Pueblo,
Mountain Park Environmental Center, and Colorado State University, Pueblo (Project
Coalition Members) for the GO Pueblo Inspire Initiative for the purposes of inspiring
Pueblo’s youth to pursue outdoor activities;
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1:
The President of the City Council is hereby authorized to execute and deliver the
grant application for the GO Pueblo Connect Initiative on behalf of the City of Pueblo
and the Project Coalition Members, to the State Board of the Great Outdoors Colorado
Trust Fund, and the City Clerk shall affix the seal of the City thereto and attest same.
SECTION 2:
The grant application is requesting a total of $2,773,506 for the entire project
area from GOCO, over a three-year period between 2018 and 2021. The matching cash
funds from the City and Project Partners is $ 194,764 for the projects.
SECTION 3:
The City of Pueblo is requesting $ 2,773,506 of GOCO funds. The City will be
providing $1,200,000 in Pueblo County 1A Ballot Initiative Funds identified for
improvements at Lake Minnequa. Project partners will provide $194,764 in matching
cash funds and $33,309 in-kind matching funds over the three-year period between
2018 and 2021. The total project cost for the GO Pueblo Initiative is $4,201,579 dollars.
SECTION 4:
A copy of the grant application is attached hereto and is on file at the City of
Pueblo’s Department of Planning and Community Development.
SECTION 5.
The officers and staff of the City are directed and authorized to perform any and
all acts consistent with the intent of this Resolution to effectuate the policies and
procedures described herein.
SECTION 6.
This Resolution shall become effective immediately upon passage and approval.

SUMMARY:
This Grant will fund the implementation of projects identified in the GOCO Inspire
Initiative Planning Grant that was awarded to the City of Pueblo and project partners in
February 2016.
PREVIOUS COUNCIL ACTION:
February 8, 2016, Ordinance No. 8970, established the GOCO Inspire Project No. PL
16-02, and approved a Grant Agreement Between the City and the State Board of the
Great Outdoors Colorado Trust Fund for project planning.
April 11, 2016, City Council Resolution No. 13411, approving an Agreement between
the City and Matrix Design Group Inc. for planning services related to the GOCO Inspire
Project.
BACKGROUND:
The City applied for the GOCO Inspire Planning Grant in August 2015 and was awarded
$50,000 in GOCO funding in February 2016. The City provided $6,000 cash, project
partners provided an additional $18,000 cash to match the grant. An additional $26,000
of in-kind matching funds were provided by project partners, totaling $100,000 for the
entire planning project. Matrix Design Group was awarded the professional planning
contract in the Spring of 2016 to complete the Inspire Planning Project.
The City of Pueblo has partnered with the USDA, Forest Service, Pike and San Isabel
National Forests, Cimarron and Comanche National Grasslands; Boys and Girls Club of
Pueblo County, Colorado Parks and Wildlife, Pueblo City-County Health Department,
Pueblo Zoo, Nature and Raptor Center of Pueblo, Mountain Park Environmental Center,
and Colorado State University, Pueblo in applying for a $2,773,506 grant through the
GOCO Inspire Initiative for the GO Pueblo Project. GO Pueblo is a strategy specifically
connecting underserved youth in the Bessemer and Eastside neighborhoods, but also
including all interested youth of Pueblo with the outdoors. The City and project partners
have devised programs utilizing “Places, Programs, and Pathways,” to connect children
to nature education, exposure and access to a range of outdoor activities, and fostering
a greater value and appreciation of the natural environment. GO Pueblo will have a
part-time coordinator and marketing specialist that will coordinate and promote all
activities and pathways that the City and project partners will provide. Both
professionals will be employed by the City of Pueblo Parks and Recreation Department.
FINANCIAL IMPLICATIONS:
The GOCO Board will award Inspire Implementation Funds on December 15, 2017.
Funds for the GO Pueblo Inspire project will be budgeted and appropriated by the City
before entering into a grant contract. The City will make $1.2 million available during
the term of the grant between 2018 and 2021. The following is a funding breakdown of
the GO Pueblo Inspire Initiative:
GOCO River Corridors Initiative Funds $ 2,773,506.00
Pueblo County 1A Ballot Initiative funds, Lake Minnequa $ 1,200,000.00
GO Pueblo Partner Cash Match $ 194,764.00
GO Pueblo Partner In-Kind Match $ 33,309.00
TOTAL $ 4,201,579.00
BOARD/COMMISSION RECOMMENDATION:
No previous board or commission actions.
STAKEHOLDER PROCESS:
The Coalition stakeholders have been active participants in the GOCO Initiative
Planning process and recommend approval.
ALTERNATIVES:
Denial of this Resolution will result in the cancellation of the project.
RECOMMENDATIONS:
Approval of the Resolution.
